## Summary

The University of Glasgow is seeking an experienced leadership development partner to co-design, develop and deliver a renewed Strategic Leaders Programme for the University. This is a leadership development and training service, intended to support strategic leaders through a programme whose vision, design and impact measurement form part of the requirement. The procurement is structured as a single framework opportunity. Delivery is in Glasgow. The University expects bidders to describe the community benefits they would deliver, including potential employment and training, workforce development, equality and diversity work, opportunities for small businesses and community organisations, and educational support. These examples indicate the buyer’s priorities for social and local impact alongside the core leadership programme.

The buyer invited offers through a competitive procedure with negotiation, with supplier responses assessed across selection and tender stages. This opportunity suits an established leadership development provider able to work in partnership with the University to shape, design and deliver a strategic leaders programme. Bidders should be able to demonstrate leadership development capability, a clear programme vision, an approach to enhancing leadership and a credible way to evaluate impact. The response must also explain the proposed role and include a short video. Financial and insurance thresholds are material: bidders must show at least two years of accounts and annual turnover of at least £60,000, alongside public liability and employers’ liability insurance of at least £5 million each and professional indemnity cover of at least £1 million. Suppliers should also be prepared to set out meaningful community benefits, such as training, skills development, inclusive employment, supply-chain opportunities or work with education providers.

This procurement process is being conducted using the Competitive Procedure with Negotiation (CPN) in accordance with the requirements of Regulation 30 of the PC(S)R 2015. Although this procurement is being conducted under the Competitive Procedure with Negotiation (CPN), it is structured differently from a typical CPN process. This approach has been adopted to enhance the efficiency of evaluating supplier responses across both stages (SPD and ITT).
