## Summary

The London Borough of Waltham Forest is reviewing future case management technology for Adult Social Care; Children’s Social Care, including Youth Justice; Education, including special educational needs and disabilities, Early Years and the National Client Caseload Information System; and related commissioning and brokerage. The review also covers functions that could serve more than one of these areas. It will consider current and future service needs, statutory requirements, service delivery and user experience, system interoperability, data use and emerging technology. This is an information technology consultancy and systems review, rather than a purchase of a specified product. Delivery is for services across Waltham Forest, London.

This is the planning stage: the Council is undertaking preliminary market engagement and has not issued an invitation to tender or committed to a procurement. It is seeking early market feedback to shape requirements, options and its procurement strategy. The questionnaire response date is 19 October 2026; this is the engagement timetable, not a tender deadline. The Council expects a future notice on 1 April 2027. The procurement’s estimated value is currently unknown; £207,720 is a threshold-level figure used for publication purposes pending market analysis, not a confirmed budget. If taken forward, the planned contract period is 1 January 2028 to 31 December 2030. No procedure, lots or evaluation basis has yet been set out.

The engagement is relevant to suppliers able to advise on case management systems and technology across social care, children’s services, education and associated commissioning and brokerage. The Council is seeking insight into market capability and capacity, available products and technology, and how solutions could support the different services and shared functions. Suppliers with experience integrating systems, improving interoperability and service-user experience, using data effectively, and implementing, migrating and delivering technology solutions can offer relevant perspectives. It also wants views on consolidation, alternative technology models, future product developments and workable commercial and contracting approaches. This is an opportunity to inform the Council’s planning, not to bid for a contract. Participation, or choosing not to participate, will not determine eligibility for any later competition.

## Notice

The London Borough of Waltham Forest is undertaking a Case Management System Review Programme to consider the future technology required to support services across: Adult Social Care; Children's Social Care, including Youth Justice; Education, including SEND, Early Years and NCCIS; Commissioning and Brokerage activity associated with these services; and cross-service functions and capabilities that may support more than one of these areas. The review is considering both current and future service requirements, including relevant statutory requirements, opportunities to improve service delivery and user experience, interoperability between systems, use of data and emerging technology.
