## Summary

Leicester City Council intends to procure housing-related support for people experiencing single homelessness and others who may need help to sustain supported accommodation. The service is intended to prevent and relieve homelessness, reduce rough sleeping, help people maintain their housing and build independence, and provide practical, social or wellbeing support as they move on from homelessness services into independent living. The planned work is divided into three areas: general resettlement support not tied to accommodation; specialist resettlement support for women, minority ethnic communities, refugees and migrants, young people, and peer-support clients; and accommodation-based housing-related support. Delivery is in Leicester. This is a social and health support service.

The process is at planning: the Council is conducting preliminary market engagement to shape its future procurement strategy, not inviting tenders. The engagement questionnaire is due by 16 October 2026, and the Council expects to publish a further notice on 3 November 2026. The planned contract period runs from 1 February 2027 to 31 January 2030. The estimated procurement value is £5,290,942 excluding VAT (£6,349,130.40 including VAT). The three planned lots cover general resettlement support, specialist resettlement support and accommodation-based support. The Council says it prefers proposals for accommodation-based support; unused funding for that area may be applied to successful proposals for the first or second lot.

The work is likely to suit housing and homelessness organisations able to support people moving from homelessness services into more independent living. Providers with accommodation-based housing-related support are particularly relevant, as the Council states a preference for this type of proposal. There is also scope for providers specialising in support for women, minority ethnic communities, refugees and migrants, young people, or peer support, as well as organisations delivering general resettlement support without an accommodation link. Suppliers should be prepared to help people sustain accommodation, build independence and access practical, social or wellbeing support. The engagement is intended to inform the future procurement approach, giving relevant organisations a chance to contribute to its development.

## Notice

Support for individuals who are in need of housing-related support in a supported housing. The funding is primarily focussed on single homelessness prevention and relief to support a reduction in rough sleeping, but with some degree of flexibility to support other vulnerable groups where necessary. To help people sustain their accommodation, build independence, and access the additional support they may need as they move on from homelessness services. Many individuals moving into independent living continue to face significant challenges and may require ongoing practical, social, or wellbeing support.

### Planning Information

Leicester City Council ('the Council') would like to seek expressions of interest from organisations that feel they could provide meaningful support to this cohort. The work we can do together will make a direct contribution to the Government's national ambition to end homelessness and halve rough sleeping by the end of this Parliament. This makes it an incredibly exciting and meaningful opportunity to be part of a service that is helping to deliver real and lasting change for some of the most vulnerable people in our communities. Preference to be given to accommodation-based support proposals. If this funding is not fully utilised this may be used to fund 'successful' proposals submitted for lot 1 & 2.
This project will be divided into the below Lots:
- Lot 1: Generic resettlement support (not tied to accommodation).
- Lot 2: Specialised resettlement support services (for women/minority ethnic communities, refugees & migrants/young people/peer support).
- Lot 3: Accommodation-based housing related support.
This soft market testing exercise is intended to inform the development of a future procurement strategy and does not constitute a formal tender process.
