## Summary

Torbay Council intends to commission specialist implementation support for two digital improvement activities: an independent audit and review of its financial assessment process, and digital marketing to improve foster-carer recruitment. The financial assessment review is to examine effectiveness, efficiency, compliance, consistency and customer experience, then identify improvements. For recruitment, support is intended to help the council make effective use of a digital marketing solution through audience identification, tailored messages and stronger digital engagement. The work also covers content development, channel strategy, audience targeting, generating enquiries, improving the recruitment process and realising benefits. This is at the planning stage: the council has stated its intention to procure, but has not yet invited tenders. The planned contract is for services, with one lot currently planned. The estimated value is £150,000 excluding VAT (£180,000 including VAT). The anticipated contract period runs from 24 November 2026 to 31 March 2027. The council expects a further procurement notice on 13 November 2026.
