## Summary

Tees Valley Combined Authority is procuring business support services through a seven-lot framework for organisations and businesses across the Tees Valley. The lots cover support for the foundational economy, including voluntary and community organisations, visitor businesses, local services, retail, hospitality, construction, logistics and professional services; advanced manufacturing, engineering, industrial technologies, clean energy and process industries; digital and technology businesses; creative and cultural industries; games businesses; women founders; and a network of specialist experts and mentors. Support is intended to help organisations start, improve resilience and productivity, grow sustainably, innovate, commercialise products or intellectual property, reach markets and attract investment. The work is delivered in the Tees Valley.

The buyer invited offers using a competitive flexible procedure, following pre-tender market engagement. The process reached tender; bids were due by 3pm on 30 October 2026, and enquiries by 5pm on 23 October 2026. The framework is for one supplier per lot, with call-offs without reopening competition. The expected initial contract period runs from January 2027 to January 2029, with two optional 12-month extensions. The total estimated value is £17.4 million excluding VAT (£20.88 million including VAT). Lot values excluding VAT are: foundational economy £3.5 million; advanced manufacturing £1.8 million; digital and tech £1.8 million; creative and cultural industries £1.2 million; games £600,000; female founders £6 million; and specialist expertise £2.5 million. Evaluation weights quality at 60%, price at 20% and social value at 20%.

The opportunity suits business-support providers with a clear specialism in one or more of the seven fields, as well as organisations able to offer a broad range of expertise through the specialist network. Relevant strengths include advising businesses and organisations on start-up, resilience, productivity, sustainable growth, innovation, commercialisation, investment and market access. Providers focused on advanced manufacturing, engineering, clean energy or industrial supply chains, or on technology, creative industries, games or women’s entrepreneurship, can target the corresponding lot. The expert network is suited to experienced practitioners, mentors, coaches, specialist consultants and technical experts who can deliver focused help against business plans, barriers and agreed milestones. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable bidders. Suppliers should be prepared to demonstrate financial capacity and technical ability, then compete on quality, price and social value. The framework appoints one supplier to each lot, so bidders can focus on areas matching their capability and experience.

Tees Valley Combined Authority (TVCA)] (the 'Contracting Authority') is looking to procure a framework comprising 7 single suppliers lots for the provision business support services via competitive flexible procedure. The detail on the stages can be found in the Part 1 ITT Document. The various lots will be: Lot 1 - Foundational Economy Lot 2 - Advanced Manufacturing and Modern Industrial Technologies Lot 3 - Digital and Tech Lot 4 - Creative and Cultural Industries Lot 5 - Games Lot 6 - Female Founders Lot 7 - Experts and Mentors. The expected contract term will be 2 years with an option to extend for a further 2 years.
