## Summary

The Serious Fraud Office is seeking a bespoke investigator training programme for staff conducting criminal financial investigations, civil recovery and confiscation investigations. Training must cover the theory and process of investigations, interviewing witnesses and victims, and interviewing suspects, with content grounded in the SFO’s investigative powers, including powers under the Criminal Justice Act 1987 and Proceeds of Crime Act 2002. The programme is intended for learners ranging from trainee and new-entrant investigators to experienced and senior investigators, investigative lawyers and financial investigators. It should be delivered in modules of up to three days, combining theory with interactive participation and regular opportunities to practise. The work is training services, for delivery in the United Kingdom.

The buyer invited offers through an open competitive flexible procedure. The deadline for questions was 16 October 2026 at 17:00; tenders were due by 1 November 2026 at 23:59. The contract period was set to run from 25 November 2026 to 24 November 2028, with one optional 12-month extension, to a maximum end date of 24 November 2029. The stated contract value is £150,000 excluding VAT (£180,000 including VAT). Evaluation weights are 53% for the quality of the statement-of-requirements response, 10% for social value, 27% for price and 10% for a presentation. The four highest-scoring suppliers after the written quality, social value and price assessment are invited to present. The procurement is a single lot.

This opportunity suits training providers able to design and deliver tailored investigative-skills learning for a public-sector law-enforcement organisation. Suppliers should be able to teach investigation theory and process, investigative strategy and decision-making, risk management, and the exercise of statutory investigative powers, as well as practical witness, victim and suspect interviewing and statement-taking. The programme needs to work for mixed-experience cohorts, from new investigators to senior staff, investigative lawyers and financial investigators, and fit around participants’ operational responsibilities through modular delivery. Strong contenders will be able to combine authoritative subject knowledge with engaging instruction, structured practice and appropriate learning design across modules of up to three days. Small and medium-sized businesses are considered suitable to compete.
