## Summary

City of Bradford Metropolitan District Council’s Public Health team plans to commission a community health service under the SHAPE programme. The provider will design, develop, test and implement a community-centred approach to improving health awareness, engagement and readiness for behaviour change across Bradford’s diverse communities. The work aims to strengthen health literacy in underserved communities, understand local health beliefs and attitudes, involve communities in health service design and commissioning, reduce health inequalities, and support community participation and leadership in health improvement. The provider will work with the Council, communities and other stakeholders to create a sustainable, scalable model that informs commissioning and supports better health outcomes. Delivery is across the Bradford district. This is a public health and community engagement service, rather than a clinical care contract.

The procurement is at the planning stage: the Council has set out its intention to procure, but has not yet invited tenders. It expects to use an open procedure for one lot, with electronic submission allowed and English-language bids. The Council plans a market engagement event on 15 October 2026, with a further notice expected on 2 November 2026. Its indicative timetable gives 7 December 2026 as the tender submission date and 11 January 2027 as the expected award date. Service delivery is planned to start on 1 April 2027 and run to 31 March 2030, with options for two further one-year extensions, up to 31 March 2032. The stated annual value is approximately £80,000; the initial contract value is approximately £240,000 and the maximum potential value approximately £400,000.

The work is suited to organisations with experience designing and delivering community-led public health programmes, particularly those able to engage diverse and underserved communities and build trust around health behaviour change. Strong candidates will be able to develop and test an innovative approach, improve health literacy, understand community beliefs and attitudes, and translate local insight into commissioning and service design. The Council is seeking organisations that can work collaboratively with public bodies, community groups and other stakeholders, while supporting community participation and leadership. It also wants a model that can be sustained and scaled across the district. The Council identifies voluntary, community and social enterprises, charities, social enterprises, community organisations and private-sector providers as potential participants. Small and medium-sized businesses and VCSE organisations are considered suitable for the planned contract.

Bradford Council Public Health is seeking expressions of interest from suitably qualified, experienced and innovative organisations to participate in the forthcoming procurement opportunity for the delivery of the SHAPE (Shaping Health Awareness, Preparedness and Engagement) Service.
