## Summary

The London Borough of Newham intends to commission community-based crisis resilience services for residents facing financial hardship. The programme will provide debt advice, help with benefits and income maximisation, aiming to prevent repeat financial crises, homelessness and the need for more intensive council support. Delivery will include financial resilience training for residents and support for frontline staff and volunteers to recognise hardship, intervene early and make effective referrals. An open-access pathway will allow residents to refer themselves and referrals from community organisations and local services. Services are intended to be accessible and culturally appropriate, delivered through community settings in Newham, London. The work is a community action programme, within the wider field of advice and support services.

This is at planning stage: Newham has set out its intention to procure, but has not yet invited tenders. The buyer expects to use an open procedure and plans to publish a further notice on 2 November 2026. The planned contract is a single lot, with a term from 1 March 2027 to 31 March 2029. The estimated value is £1.5 million excluding VAT (£1.8 million including VAT). The proposed evaluation gives 70% to quality, 20% to price and 10% to social value. These are indicative procurement plans, not deadlines to submit a bid; the later tender will set out the opportunity for suppliers.

The work is marked as suitable for small and medium-sized businesses and voluntary, community and social enterprises, making it relevant to local advice providers, charities and community organisations as well as specialist financial inclusion services. Suppliers will need to deliver practical debt advice, benefits support and income maximisation in accessible, culturally appropriate community settings, with a focus on preventing repeat crisis and homelessness. The service also calls for the ability to provide resident-facing financial resilience training and build the capacity of frontline workers and volunteers to identify hardship, intervene early and refer people effectively. Organisations with established community links and experience coordinating self-referrals and referrals from local services are well placed to prepare. Social value is an explicit part of the planned assessment.

## Notice

Newham's wider CRF Programme will invest PS1,500,000 for 27 months in community partners to deliver preventative financial support aimed at reducing repeat financial crisis. The service will provide debt advice, benefits support and income maximisation, helping to prevent homelessness, alleviate financial hardship and reduce demand for more intensive Council services. Support will be delivered through accessible, culturally appropriate community settings and will include financial resilience training for residents, alongside capacity-building for frontline staff and volunteers to identify hardship, offer early intervention and make effective referrals. An open-access referral pathway will be established, enabling both self-referrals and referrals from community organisations and local services.
