## Summary

London Universities Purchasing Consortium, working with participating UK university purchasing consortia, plans a framework for waste management and related services. The expected scope spans total waste management; general waste collection and recycling; hazardous, chemical and radioactive waste; clinical and pharmaceutical waste; confidential waste; and IT equipment reuse, recycling and disposal. The intended arrangement is a framework agreement, with the final scope, structure and number of lots still to be determined. The estimated value is £110 million excluding VAT (£132 million including VAT). The planned contract period is 28 June 2027 to 27 October 2030, with possible extension to 27 October 2031. This preparation stage is relevant to suppliers across the waste management market, including providers of general waste and recycling, total waste management, hazardous and chemical waste, radioactive waste, clinical and pharmaceutical waste, confidential document destruction, and IT asset reuse, recycling or disposal. The buyer is seeking input from suppliers and other interested organisations, and respondents can focus on service areas they provide or may wish to provide rather than addressing unrelated areas. Small and medium-sized businesses are identified as suitable for the planned procurement. Providers with capability across multiple waste streams may be well placed to inform the future framework’s scope and commercial model, while specialist operators can contribute on the services within their expertise. Supplier feedback is intended to shape the eventual requirements; the final structure has yet to be settled.

## Notice

London Universities Purchasing Consortium (LUPC), working with participating UK University Purchasing Consortia, is undertaking preliminary market engagement to inform the development and procurement of a new Waste Management Services Framework Agreement (EFM5095 LU). The future Framework is anticipated to cover a range of waste management and related services, including Total Waste Management; General & Recycling Waste Services; Hazardous, Chemical & Radioactive Waste; Clinical & Pharmaceutical Waste; Confidential Waste; and IT Asset Disposal / Reuse, Recycling & Disposal. As part of the new Framework, LUPC intends to incorporate IT Asset Disposal services currently provided through a separate IT Equipment Reuse, Recycling & Disposal Framework Agreement. The final scope, structure and number of Lots have not yet been determined. LUPC is therefore seeking feedback from suppliers and other interested market participants to help inform the procurement strategy, scope, structure, service requirements, pricing and commercial approach for the future Framework. A Supplier Engagement Questionnaire has been made available via Microsoft Forms, with a link provided in the Engagement Description section of this notice. Suppliers and other interested organisations are encouraged to participate and provide feedback on the proposed approach.
