The requirement is for pharmaceutical products supplied as injectable vials. For atropine, the preferred presentation is 2 mg/mL in a 50 mL vial, with the essential requirement being 100 mg of drug per vial. For naloxone, the preference is 2 mg/mL in a 20 mL vial; a 50 mL vial at the same concentration, delivering 100 mg per vial, would also be accepted. Delivery is across the United Kingdom. This is a planning-stage preliminary market engagement to gather supplier information and views and inform the future procurement strategy; it is not an invitation to tender. The buyer is investigating innovative ways to meet its requirements and expects a subsequent notice on 1 February 2027. The engagement is expected to remain open until 6 November 2026, with responses requested as soon as possible to inform next steps. The estimated value is £400,000 excluding VAT (£480,000 including VAT). The planned contract period is 1 September 2027 to 30 August 2031. The procurement is planned as a single lot. No award procedure or evaluation basis has yet been set out. The engagement is relevant to pharmaceutical manufacturers, medicine suppliers and distributors able to supply injectable naloxone and atropine in the stated concentrations and vial presentations. The atropine specification prioritises 100 mg of drug per vial, while the naloxone requirement allows either the preferred 20 mL vial or a 50 mL vial containing the same total dose. The planned single-lot requirement and multi-year supply period point to a need for suppliers able to support sustained supply across the UK. Small and medium-sized businesses are identified as suitable to participate. ## Notice In April 2015 the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make markets aware that we are intending to investigate innovative approaches to fill our Supply of Naloxone and Atropine requirements. We are interested in the following: Atropine: Preferred product would be 2mg/mL in a 50mL vial, but the key requirement is the 100mg of drug in one vial. Naloxone: Preferred product would be 2mg/mL in a 20mL vial. However, would accept 2mg/ml in 50ml vial (total dose of 100mg per vial). It is the aim of this Preliminary Market Engagement Notice (PMEN) to encourage companies, suppliers, or manufacturers to make us aware and provide as much information as they are comfortable with, to help decide the future strategy for the range.
