## Summary

Wokingham Borough Council intends to recommission an integrated community drug and alcohol treatment and recovery service for people of all ages living in Wokingham Borough, including support for anyone affected by substance use. The service is intended to cover prevention, early intervention, harm reduction, evidence-based treatment and recovery support for alcohol and drug use. It aims to improve access, engagement, treatment outcomes and continuity of care, while reducing substance-related harm and inequalities. The model is intended to be accessible, trauma-informed, person-centred and responsive to local need and national guidance. This is a health and social care service, with delivery focused on Wokingham Borough.

The procurement is at the planning stage: the Council has stated an intention to recommission the service, but has not yet invited tenders. It expects to begin market engagement during the week commencing 19 October 2026, to hear views on the proposed scope and service model, indicative financial envelope and provider appetite for a future competition. The engagement format will depend on interest and responses, and may involve a group event, individual discussions or both. The expected contract period is 1 April 2028 to 31 March 2034. The service is planned as a single lot. The Council has not yet set out the procurement procedure, evaluation criteria or contract value.

The planned service is likely to suit providers with experience delivering integrated drug and alcohol support across prevention, early intervention, harm reduction, treatment and recovery, and with the capability to serve people of all ages and support those affected by another person’s substance use. Relevant strengths include trauma-informed and person-centred practice, accessible services, evidence-based treatment, continuity of care and the ability to respond to local needs while aligning delivery with national guidance. Providers able to address health inequalities and demonstrate a focus on improving access, engagement and outcomes may be well placed to contribute to the service model. The Council’s planned engagement is intended to test whether that model is deliverable, financially sustainable and attractive to the market, so providers should be prepared to comment on scope and delivery approach when engagement begins.
