## Summary

The Police and Crime Commissioner for West Midlands is seeking an experienced individual or organisation to review the 2023–2026 West Midlands Violence Reduction Strategy and develop a co-produced strategy for 2027–2030. The work is management consultancy focused on violence reduction, drawing on regional and local data, evaluation evidence and stakeholder insight. The revised strategy is expected to respond to current and emerging patterns of violence, align with the Serious Violence Duty and its refreshed and supplementary statutory guidance, and set out regional priorities, intended outcomes and delivery approach. Delivery is for the West Midlands region.

The buyer invited offers through an open competition. The contract is a single lot, with an estimated value of £25,000 excluding VAT (£30,000 including VAT). The contract period runs from 23 November 2026 to 31 March 2027. The deadline for enquiries was 23 October 2026 at 17:00 UK time, and the bid deadline was 2 November 2026 at 17:00 UK time. Evaluation gives 80% weighting to quality and 20% to price. The requirement is suitable for small and medium-sized businesses and voluntary, community and social enterprises.

This opportunity suits consultants and organisations with experience reviewing violence-reduction strategies and turning evidence into practical regional plans. Suppliers will need to bring analytical capability across local and regional data and evaluation findings, alongside the ability to gather and synthesise insight from stakeholders. Strategy development must address current and emerging violence patterns, reflect the Serious Violence Duty and associated guidance, and translate priorities into intended outcomes and a delivery approach. The work is to be co-produced, so strong facilitation and collaboration with regional partners will be important. The quality-led evaluation favours a clear, credible methodology and relevant experience, while the single-lot scope is also identified as suitable for smaller businesses and voluntary, community or social enterprises.

## Notice
