## Summary

NHS Thames Valley Integrated Care Board is commissioning a First Aid Unit at premises in Chipping Norton. The service provides assessment, triage and treatment for people needing immediate care for minor illnesses and injuries. Care may be led by a medical or non-medical practitioner. The requirement is for a local urgent-care service rather than ambulance transport or general hospital treatment. NHS South, Central and West Commissioning Support Unit carried out the procurement on the commissioner’s behalf. The service is delivered in Chipping Norton, supporting patients who need prompt attention for minor conditions in the town.

The process reached an intention-to-award stage under the Provider Selection Regime’s Direct Award C route; the notice says the contract had not yet been formally awarded, although the published award outcome names South Central Ambulance Service Ltd. The process used a direct award without a prior competition. Evaluation considered whether the existing provider was meeting the contract and likely to continue doing so, weighted 80%, and price, weighted 20%; the PSR criteria also covered quality and innovation, value, integration and sustainability, access and choice, and social value. The contract was signed on 28 September 2026. The initial 12-month term is expected to start on 1 April 2027, with an optional further 12 months. The stated full lifetime value is £264,464, comprising £132,232 for each 12-month period. The lot is recorded as cancelled, while the award and contract are active.

This requirement suits providers able to operate a community-based first aid service and deliver practitioner-led assessment, triage and treatment for minor illness and injury. The selected provider was assessed as having evidenced capacity to meet service requirements in the region, and the commissioner relied on its satisfactory performance under the existing contract. Relevant experience includes meeting a service specification and safeguarding requirements, applying agreed local prices, invoicing correctly, and producing required quality and service reports. Providers also need to demonstrate compliance with NHS contract conditions covering service standards, cooperation, information, safeguarding, payment and quality, as well as general obligations on liability, subcontracting and information governance. A credible competitor would need to show sustained operational delivery and value, while supporting integration, access, patient choice and social value.
