## Summary

Dwr Cymru Cyfyngedig is seeking suppliers for a framework covering cleaning, inspection, maintenance and refurbishment of potable water service reservoirs across its operational area in Wales. The estate includes about 828 tanks, mostly underground concrete structures, as well as above-ground steel and concrete tanks and a small number of water towers. Cleaning includes disinfection using suitable methods and approved products, with chemical cleaning where required. Maintenance covers minor planned and reactive repairs identified during cleaning, including concrete and steel repairs, coatings, membranes, ladders, pipework, joints and external earthworks, plus emergency repairs. The work is intended to keep water-storage assets clean and operational, support their safe return to service and meet drinking-water requirements.

The buyer invited offers through a competitive flexible procedure, with a participation stage followed by two tender rounds. The procurement is one lot, with two suppliers to be appointed to a closed framework; routine work will be allocated using published criteria, while some higher-value or complex work may be competed between framework suppliers. The stated bid deadline was 2 November 2026 at 23:59 UTC. The contract period is 15 May 2027 to 15 May 2030, with possible extensions of up to five years, in periods of two, two and one years. The estimated value for the initial three years is £25.5 million; the stated maximum-term value is £68 million. Award is based on the most advantageous tender, weighted 60% commercial and 40% technical.

This opportunity suits reservoir-cleaning and water-infrastructure maintenance contractors able to work safely in potable-water storage assets and deliver routine cleaning and inspection at estate scale. Suppliers need capability in tank cleaning and disinfection, including use of approved disinfectants and, where required, approved chemical-cleaning products. They should also be able to identify and carry out minor remedial work across concrete and steel structures, coatings, membranes, ladders, pipework, joints and external earthworks, and respond to emergency repairs. The framework requires capacity to support planned work and return reservoirs safely to service; work allocation may take supplier capacity, workload, geographic coverage and performance into account. The buyer indicates that SMEs are suitable to compete. Successful suppliers should be prepared to facilitate a site visit during the tender process.
