## Summary

Anchor Hanover Group plans to re-procure services for lightning protection and person safety systems across its housing and care portfolio in England. The work is intended to help protect buildings, residents, employees, contractors and visitors from lightning, fire and working-at-height risks. Services are expected to include inspection, testing and planned maintenance, emergency and responsive repairs, replacement and installation, baseline surveys of undocumented assets, and keeping an asset register. Lightning protection covers external systems and associated internal protection, including conductors, earthing and surge protection. The process is at the planning stage: Anchor has set out an intention to re-procure, but this is not an invitation to tender. It is conducting preliminary market engagement to inform its procurement strategy, contract documents, tender process, specifications and scope. Interested organisations are invited to provide feedback through a written questionnaire on the buyer’s e-procurement portal. The stated deadline for this engagement exercise is 20 October 2026 at 17:00. Anchor expects the next notice on 12 January 2027. The planned contract is expected to run from 1 January 2028 to 31 December 2030, with a possible extension taking the maximum period to 31 December 2034. The procurement is structured as one lot. No procedure, award criteria or contract value is set out at this planning stage.

This will suit suppliers able to maintain and repair both lightning protection and work-at-height safety systems across a geographically broad property portfolio. Relevant capability includes inspection, testing and planned preventative maintenance, as well as emergency response, installation, replacement and surveying. Suppliers should be equipped to assess undocumented assets, validate asset information and maintain a reliable register alongside ongoing service delivery. The scope spans specialist lightning-protection components, such as air termination networks, conductors, earth electrodes and surge protection, and varied roof-access and fall-protection equipment, from anchor points and lifelines to guardrails, ladders, walkways and fragile-roof protection. Anchor is seeking market feedback on common practices, procurement considerations, supplier capability and innovative approaches to help shape the future requirements. This engagement is a preparation opportunity, not a bid invitation.

Anchor Hanover Group is England's largest not-for-profit provider of specialist housing and care for those later in life. We manage 54,000 homes for both rent and sale to those aged 55 and over. Lightning Protection Systems (LPS) and Person Safety Systems represent safety-critical assets across Anchor's portfolio. These systems help protect our buildings, residents, employees, contractors and visitors from risks associated with lightning strikes, the resulting fire risk, and working at height activities with fixed assets. Ensuring that these assets are appropriately identified, maintained, repaired and replaced forms an important part of Anchor's compliance and asset management responsibilities. Based on current records, LPS are understood to be present at approximately 262 locations, while Person Safety Systems are identified at approximately 44 locations. Bidders shall note that asset information continues to be reviewed and validated, and should therefore be considered indicative. The future scope of service is expected cover, but is not limited to, the following activities across LPS and Person Safety System assets: - Inspection, testing and PPM (Planned Preventative Maintenance) - Repair (emergency and responsive) - Replacement - Installation - Baseline survey, assessment and inclusion within service activities of undocumented assets - Maintenance of an asset register Anchor defines that an LPS includes the external lightning protection system and associated internal protection or interfaces: - Air termination networks - Conductors - Down conductors - Test joints - Earth electrodes - Bonding - Separation distance arrangements - Surge protection measures where applicable - Warning labels - Inspection pits Person Safety Systems which are expected to fall under the contract's scope are: - Single-point anchors, eyebolts, anchor posts and safety hooks - Horizontal flexible lifelines, rigid rails and travelling anchor systems - Fall restraint, fall arrest and rope access anchor systems - Permanent fixed, freestanding and counterweighted guardrails and edge protection - Permanent fixed ladders, ladder hoops/cages, gates, platforms and roof hatches - Roof walkways, steps, treads, staging and designated access routes - Roof light guards, mesh, covers and fragile-surface protection - Demarcation systems, warning signs, labels and system operating information - Associated structural fixings, baseplates, counterweights, brackets and terminations

Anchor is conducting Preliminary Market Engagement (PME) to support the delivery of an upcoming re-procurement of our Lightning Protection Systems and Person Safety Systems contract.
The purpose of this exercise is to gather feedback from interested organisations operating in a relevant market to gain insights into common market practices, relevant procurement considerations, market capability and innovative practices.
Feedback captured during this PME is intended to help inform our procurement strategy, contract documentation, tender process and support the refinement of specifications as well as the scope of works.
