This work is a continuation of the Studio and curriculum2 migration that the supplier has already been working on. They have detailed knowledge of Oak's existing systems and the technical decisions made so far. Moving to a new supplier at this stage would mean they would first need to understand the existing systems and work already completed before they could continue the migration. This would duplicate work, add time and cost, and increase delivery risk. For this specific phase of the work, Oak has not identified a reasonable alternative that would avoid these issues.",
