## Summary

Leidos Supply, working with the Ministry of Defence through Team Leidos, intends to procure table-mounted slit lamps and associated support. The equipment is for emergency and urgent clinical assessment of suspected eye conditions by deployed emergency medicine and ophthalmology clinicians. No camera or digital integration is required. The requirement is for medical and ophthalmology equipment, with delivery in the United Kingdom. Leidos manages procurement and inventory services for the MOD, while TVS Supply Chain Solutions is involved in parts of the evaluation. The buyer is seeking views from companies, suppliers and manufacturers to understand current market innovation and inform its future procurement strategy for this equipment range.

This procurement is at planning stage: the buyer has announced an intention to procure and is conducting preliminary market engagement, not inviting tenders. It expects to publish a further notice on 8 March 2027. The buyer estimates a contract value of £300,000 to £450,000. The planned contract period runs from 2 August 2027 to 1 August 2031. The procurement is described as one lot, with the procurement method and award criteria not yet set out. Suppliers are asked to request the engagement documents from TVS Supply Chain Solutions and return completed responses by 4 November 2026; responses are sought as soon as possible to inform next steps. This engagement is intended to gather market information and views, rather than receive bids.

This engagement is suited to manufacturers, suppliers and support providers with products or expertise in slit lamps for clinical use, particularly equipment that can serve emergency and urgent eye assessment in deployed settings. The buyer explicitly welcomes information about innovative approaches and current market developments, so suppliers can help shape the future strategy for this equipment range before the tender is developed. The requirement combines equipment supply with support, and the intended users are deployed emergency medicine and ophthalmology clinicians. Small and medium-sized businesses are identified as suitable for the requirement. The buyer says a camera or digital integration is not needed, so suppliers whose relevant products do not include those features may still fit the stated need. No particular accreditation, technical standard or prior experience is identified at this stage.

## Notice

In April 2015, the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services), that were historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make markets aware that we are intending to investigate innovative approaches to fill our requirement for the supply and support of table-mounted slit lamps. This equipment will be used for emergency and urgent clinical assessment of suspected eye pathology by deployed Emergency Medicine and Ophthalmology clinicians. No digital integration or camera is required. It is the aim of this Preliminary Market Engagement Notice (PMEN) to encourage companies, suppliers, or manufacturers to make us aware and provide as much information as they are comfortable with, to help decide the future strategy for the range. Team Leidos wishes to generate interest, information and views with other companies to understand the current market innovation and gain useful intelligence that can help our requirement.
