## Summary

Transport for Wales Rail Limited is planning a uniform supply and management service for Transport for Wales. It is expected to cover the supply and manufacture of branded corporate and operational garments for operational and non-operational staff, as well as storage, stock and inventory management, and distribution. The service may also include bespoke garments, including maternity wear, and an online platform for employees and administrators to manage and order uniforms. The requirement excludes personal protective equipment, thermal clothing and seasonal accessories such as hats, scarves and gloves. The goods are occupational clothing and garments, with delivery across the United Kingdom. Suppliers in uniform and workwear manufacturing, supply, warehousing, stock management, distribution and ordering technology may find the scope relevant.

This process is at the planning stage: TfW is preparing a future procurement and is not inviting tenders. It expects to conduct pre-procurement market engagement, potentially through a virtual event, supplier questionnaire or both. TfW plans this engagement for early November 2026 and expects to publish a future procurement notice on 23 November 2026. Suppliers wishing to take part in the engagement were asked to register by 25 October 2026. The planned contract period is 1 July 2027 to 30 June 2029, with an extension possible to 30 June 2031. The estimated value is £5.45 million excluding VAT (£6.54 million including VAT). The procurement is planned as one lot, and small and medium-sized enterprises are considered suitable. Market feedback will inform the future strategy and specification, not evaluation.

This engagement is intended for suppliers operating in the uniform and workwear sector who can contribute practical evidence about capability, supplier appetite and delivery models. TfW is specifically seeking views on stock-holding arrangements, inventory management, distribution and potential mobilisation timescales, alongside technological innovations and commercial approaches. Businesses able to combine branded garment manufacture or supply with storage and reliable distribution may be well placed to shape a service spanning operational and non-operational workwear. Suppliers offering bespoke clothing, including maternity garments, or employee and administrator ordering platforms can also comment on those potential elements. The future service may suit SMEs, and TfW is seeking to understand the range of market capability rather than evaluate suppliers through this engagement. Participation is for market preparation; the engagement itself is not a tender or a commitment to award work.

## Notice

Transport for Wales (TfW) is undertaking pre-procurement market engagement in relation to a future requirement for the provision of corporate and operational uniform garments across its organisation. The proposed requirement is expected to include the supply, manufacture, storage, inventory management and distribution of branded uniform garments for both operational and non-operational colleagues. The service may also include the provision of bespoke garments, including maternity wear, together with an online uniform management and ordering platform for employees and administrators. Transport for Wales is seeking to understand market capability, available delivery models, stock holding arrangements, technological innovations and commercial approaches within the uniform sector to help inform the development of the procurement strategy and service specification. The requirement excludes personal protective equipment (PPE), thermal clothing and seasonal accessories such as hats, scarves and gloves.

### Planning Information

Transport for Wales (TfW) is seeking expressions of interest from suppliers operating within the uniform and workwear sector to participate in pre-procurement market engagement activities planned for early November 2026.
The purpose of the engagement is to obtain market feedback on the proposed scope of requirements, understand supplier capability and appetite, explore delivery and stock management models, and inform potential mobilisation timescales for a future procurement opportunity.
Subject to the level of market interest received, TfW may undertake a virtual market engagement event, issue a supplier questionnaire, or adopt a combination of both approaches. Further details will be provided to interested suppliers following registration.
Suppliers interested in participating in the market engagement activities are invited to register their interest by emailing supplychain@tfw.wales by Sunday 25 October 2026.
Information gathered through the engagement will be used solely to inform the development of the procurement strategy and specification and will not form part of any future procurement evaluation process.
