## Summary

Liverpool City Region Combined Authority is planning a regional traffic-signal maintenance, installation and associated services contract for Liverpool City Council, Knowsley, Halton, Sefton, St Helens and Wirral councils. It is intended to continue services currently delivered through one term contract: maintaining existing traffic signals and related assets, carrying out new installations, and potentially providing managed and design services. The assets include traffic-signal junctions and pedestrian crossings, as well as electronic signs of various types. Work will be delivered across the Liverpool City Region. This is a services contract covering road traffic-control equipment and its repair, maintenance and associated services.

The procurement is at the planning stage: the authorities have set out their intention to procure, but have not invited tenders. The councils are contributing to development of the specification and evaluation. The current contract is due to expire on 31 March 2028; the planned replacement contract is expected to run from 1 April 2028 to 31 March 2038. Its estimated value is £175 million excluding VAT (£210 million including VAT). The plan is for a single contract, rather than separate lots. A preliminary market-engagement activity is scheduled, with the published engagement details giving 23 October 2026 as its date. No evaluation criteria or participation requirements have yet been set out.

The work is likely to suit established traffic-signal and road-control systems contractors able to maintain a large, geographically dispersed asset base while also delivering new installations. Suppliers with experience servicing signalised junctions, pedestrian crossings and electronic roadside signs are relevant, as are businesses able to provide associated managed or design services if these are included in the final specification. The scale and long planned term point towards a need for sustained operational capacity, regional coverage, maintenance planning and the ability to coordinate delivery across six councils. The councils are still developing the specification and evaluation, so suppliers with practical experience of comparable local-authority contracts may be well placed to contribute to market engagement and prepare for the eventual tender.

## Notice

Currently the six Local Authorities deliver traffic signal maintenance, installation and some associated services through a single Term Service Contract. The contract commenced in April 2018 and is due to expire on March 31st 2028. The current contract covers the maintenance of the existing assets which in summary includes, 740 traffic signal junctions, 764 traffic signal crossing and circa 340 electronic signs of various types. In addition, the contract covers new installation works and provides options to deliver both Managed and Design Services.
