## Summary

Kent Community Health NHS Foundation Trust is seeking specialist contractors for boiler and mechanical engineering works across its estate in the South East. The scope covers planned minor works, condition-led remedial work, lifecycle replacements, upgrades and new installations involving boilers, commercial gas and associated mechanical systems. Work may arise from inspections, statutory examinations, maintenance findings, compliance and water-safety reviews, energy assessments, lifecycle assessments, service changes, risk reviews or assurance concerns. The Trust serves Kent, East Sussex and parts of London, delivering community health services in settings including schools, people’s homes, clinics and community hospitals. The arrangement is separate from reactive maintenance and planned preventative maintenance, which remain with the Trust’s Hard FM contractor unless the Trust instructs otherwise.

The Trust invited offers through a below-threshold open competition. The enquiry deadline was 26 October 2026 at 12 noon, and the submission deadline was 10 November 2026 at 12 noon; bids are submitted through the Atamis portal. The estimated contract value is £250,000 excluding VAT (£300,000 including VAT); the value and level of activity are not guaranteed. The contract period is 11 January 2027 to 10 January 2030, with two possible 12-month renewals. Evaluation is weighted 65% on the commercial questionnaire, 25% on the technical questionnaire and 10% on social value and sustainability. There is one lot, and the opportunity is identified as suitable for small and medium-sized businesses.

This requirement suits specialist mechanical contractors with the competence to deliver commercial gas and boiler work, alongside associated mechanical remedials and installations. Suppliers should be able to undertake a varied programme of planned minor works, condition-led repairs, lifecycle replacements, upgrades and new installations, rather than relying on reactive call-outs or routine planned maintenance. The work may be triggered by statutory and insurance inspections, compliance checks, water-safety or energy reviews, lifecycle assessments, service changes and risk or assurance findings, so experience responding to varied estate needs is relevant. The Trust describes the arrangement as activity-based: suppliers should be able to accommodate work arising over the contract, while recognising that neither activity nor contract value is guaranteed. The Trust identifies the opportunity as suitable for SMEs.
