Belfast HSC Trust is satisfied that competition is absent for technical reasons and due to the protection of exclusive rights. Accordingly, the direct award is justified under Schedule 5 of the Procurement Act 2023. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.",
