## Summary

Norwich City Council is planning an employment study for all Norfolk planning authorities to support preparation of emerging local plans under the revised National Planning Policy Framework. The work covers a Functional Economic Market Area assessment; evidence of business needs and commercial property markets; market signals and forecasts of future employment land demand; specialist and emerging sectors’ location requirements; employment land supply; and a comparison of demand with supply. It also examines demand and supply for strategic logistics facilities, artificial intelligence and data centres. This is a consultancy service combining economic analysis, employment-land planning and assessment of commercial property and specialist-sector needs, delivered across Norfolk.

The process is at planning: the council has stated its intention to procure, but this is not an invitation to tender. It anticipates an open competition below the public procurement threshold, with one lot. The planned contract is valued at £95,000 excluding VAT (£114,000 including VAT). The buyer’s expected timetable is to issue the bidding brief on 20 October 2026, with submissions expected by 14 November 2026; it gives 16 October 2026 as the date for suppliers to express interest by email to receive the brief. The expected contract period runs from 20 November 2026 to 1 May 2027. Norwich City Council is procuring on behalf of Norfolk’s planning authorities jointly.

The work is suited to consultancies able to deliver robust economic and planning evidence for local-plan preparation across Norfolk. Relevant strengths include defining functional economic market areas; assessing business needs and commercial property markets; forecasting employment land demand and supply; and testing whether locations can meet the needs of specialist or new sectors. Experience analysing strategic logistics, artificial intelligence and data-centre demand and supply will also be relevant. The buyer describes the anticipated providers as suitably qualified consultants and identifies the study’s purpose as supporting emerging local plans under the revised national planning framework. Small and medium-sized businesses are identified as suitable to take part. Suppliers with a team and methods capable of bringing these strands together are well placed to prepare for the planned competition.

Norwich City Council, on behalf of all Norfolk Planning Authorities jointly invites expressions of interest from suitably qualified consultants to produce an Employment Study to support emerging Local Plan preparation in Norfolk in accordance with the new version of the NPPF published Aug 2026. The appointed consultant will provide, for the County of Norfolk: 1) A Functional Economic Market Area Assessment. 2) Employment Land Demand Assessment including: a) Evidence of Business Needs / Commercial Property Market Assessment. b) Assessment of Market Signals to Forecast Future Need. c) Employment Land Forecasting. d) Locational Requirements for Specialist or New Sectors. 3) Employment Land Supply Assessment. 4) Balancing Employment Land Demand and Supply Assessment. 5) Assessment of demand and supply for strategic logistics facilities, AI and data centres.
