## Summary

East Renfrewshire Council sought a contractor to maintain, service and repair heating, cooling and ventilation systems across its non-domestic properties. The equipment includes air- and ground-source heat pumps, air conditioning, ventilation and air-handling systems, and associated components. Work covers schools, leisure facilities, family and community spaces, offices and other council commercial sites in East Renfrewshire; homes are excluded. The requirement combines planned statutory maintenance with reactive repairs, equipment upgrades and replacement where systems have reached end of life or cannot be repaired. The repair service is intended to respond to priority-coded calls at any time. This is a building-services maintenance opportunity, including HVAC and heat-pump servicing and repair (CPV 50000000).

The council invited tenders through a single-stage open procedure. The published submission deadline was 12 November 2026 at 12:00 UTC; the same time was set for bid opening. The contract period is 720 days, with an option, at the council’s discretion, for two further 12-month extensions. The estimated value is £1.2 million excluding VAT. The procurement is one lot, covering the full service requirement. Evaluation combines price, weighted at 60%, with quality criteria: planned maintenance, contract management, technical ability and resources each carry 20%; community benefits carry 10%; net zero and fair work each carry 5%. Bidders must self-certify participation conditions, with proof potentially required before award. Variants are not allowed.

This is suited to established building-services contractors able to maintain and repair varied heating, cooling and ventilation equipment across a council estate, and provide a dependable 24/7/365 reactive response alongside planned statutory servicing. The supplier or subcontractors must hold BESA membership, CHAS accreditation, SELECT or NICEIC membership, relevant CIPHE, APHC or IPHE registration (or equivalent), and Legionella Control Association registration. Operatives in regulated roles at schools need Disclosure Scotland PVG Scheme clearance before starting those duties. Bidders need at least £600,000 annual specific turnover in the relevant business area for each of the last two years, plus required employer’s, public liability and professional indemnity insurance. Suppliers using subcontractors must manage prompt payment and demonstrate timely supply-chain invoice payment or provide a director-signed improvement plan. Community benefits are mandatory, with a minimum 180 points required for the initial contract term.
