## Summary

Surrey County Council commissioned telephone survey services to continue collecting residents’ views for its Health and Wellbeing Strategy Index and Scorecard. The work carries forward health and wellbeing questions previously included in the Surrey County Council and Surrey Police Joint Neighbourhood Survey, preserving comparable trend data. Thirteen survey questions contribute indicators on residents’ perceptions of their local area, health and wellbeing, and the effects of the cost of living. The findings support monitoring of progress in reducing health inequalities and of empowered, thriving communities. The survey work is delivered in Surrey, covering the areas represented by Surrey and the neighbouring delivery area recorded for the contract.

The procurement is complete and the contract was awarded to Opinion Research Services Limited, which had previously delivered the Joint Neighbourhood Survey. Surrey County Council made a direct award below the procurement threshold, without competition, because continuity of the survey methodology was considered necessary to maintain reliable trend data. The contract was signed on 1 October 2026 and runs from 1 October 2026 to 31 October 2027. Its value is £58,538 excluding VAT (£70,246 including VAT). The agreement sets quarterly measures for respondent numbers, data tables and methodology. One lot covered the work. The survey indicators feed an annual strategy index and quarterly scorecards used by Surrey’s Health and Wellbeing Board to assess progress against the strategy.

For suppliers considering comparable future research work for Surrey County Council, this award shows that continuity and methodological consistency are central to this requirement: the council selected the incumbent because changes to the approach could undermine comparisons with earlier survey results. Credible providers would need to demonstrate experience delivering telephone surveys over multiple years, maintaining a consistent methodology and producing dependable trend data. They would also need the operational capacity to collect resident responses and deliver data tables and respondent-number reporting quarterly, with findings suitable for public-health monitoring and use in annual and quarterly strategy reporting. Relevant capability includes public-opinion polling, statistical analysis and research into health inequalities, local communities, wellbeing and cost-of-living impacts. The council’s stated rationale indicates that preserving comparability with the established survey is a key consideration.

## Notice

Continuation of delivery of survey (Health and Well-being related questions) previously asked in the SCC/Police Joint Neighbourhood Survey, in order to maintain trend data in the Surrey Health and Wellbeing (HWB) Strategy Index and Scorecard. In the past 3 years the SCC/Surrey Police Joint Neighbourhood Survey (JNS) has been influenced by our SCC Public Health agenda; it has been gathering data related to Health Inequalities / Empowered and Thriving Communities. The responses to 13 of JNS questions have been included in the Health and Wellbeing (HWB) Strategy Index and Scorecard (used to track the Surrey system's progress regarding the delivery of the HWB Strategy), using rolling 12-month totals. These indicators relate to perceptions of residents' local area related to their health and well-being and the impact on them of the cost of living. These indicators have proved extremely useful where other data is not available/reliable. The survey had previously been contracted out by Surrey Police to Opinion Research Services Ltd as part of JNS. As SCC still requires this data to feed into the HWB strategy index and scorecard, a direct award was made. The provider has been delivering the Joint Neighbourhood Survey for a number of years; the methodology of the survey needs to be maintained in order to retain veracity of trend data in the HWB Strategy Index and Scorecard. The annual Index and quarterly Scorecards are utilised by the Surrey HWB Board to measure the Surrey's system's progress against the Surrey HWB Strategy in reducing health inequalities. This contract therefore enables maintenance of momentum of monitoring through Local Government Reform.
