## Summary

The Department of Health and Social Care is planning the end-to-end delivery of the Health Survey for England, the national survey measuring the health of people living in private households in England. It provides representative information on health status, health-related behaviours, long-term conditions, disease prevalence and health inequalities. The work spans survey design and development, sampling and participant recruitment; mixed-mode data collection; physical and biological measurements and laboratory services; data processing, statistical analysis, reporting, publication support and data archiving. The supplier will also support modernisation towards an online-first mixed-mode approach while preserving the survey’s data quality, representativeness, inclusivity and continuity. Delivery will take place across England.

This is at the planning stage: DHSC is undertaking preliminary market engagement, not inviting tenders. It is seeking supplier feedback on its draft specification, delivery model, procurement approach, affordability and commercial arrangements, and is encouraging potential partners to explore collaboration. The engagement response deadline is 29 October 2026; DHSC expects a subsequent notice on 16 November 2026. The proposed contract is expected to start on 1 July 2027 and run to 31 July 2033, covering survey years 2028–2031 and associated processing, analysis, reporting, publication, archiving, transition and exit work. DHSC may extend for a 2032 survey year and commission additional related services at its discretion. The published estimated value is £0. The procurement is planned as a single lot.

The requirement is likely to suit survey research providers able to deliver a large, nationally representative household health survey from design through publication and archiving. Relevant strengths include sampling, participant recruitment, inclusive mixed-mode fieldwork and the ability to introduce online-first collection without compromising data quality or comparability with the established survey time series. Suppliers will need to coordinate physical and biological measurements with laboratory analysis, then process and analyse complex data and support statistical reporting and publication. The scale and breadth may suit a lead contractor with multidisciplinary teams or a consortium combining survey operations, health measurement, laboratory, statistical and data-management expertise. DHSC is seeking market input on supplier capability, capacity, barriers to participation, modern survey methods, innovation, value for money and potential partnering; SMEs and voluntary, community and social enterprises are identified as suitable.

## Notice

The Department of Health and Social Care (DHSC) is undertaking preliminary market engagement in relation to the future delivery of the Health Survey for England (HSE) 2028-2031. HSE is the principal national survey used to measure and monitor the health of people living in private households in England and provides nationally representative information on health status, health-related behaviours, long-term conditions, disease prevalence and health inequalities. DHSC is seeking feedback from potential suppliers on the proposed procurement approach and draft specification for the end-to-end delivery of HSE from the 2028 survey year onwards. The requirement covers the design and delivery of the survey, including survey development, sampling, participant recruitment, mixed-mode data collection, physical and biological measurements, laboratory services, data processing, statistical analysis, reporting, publication support and data archiving. The successful supplier will be expected to support the continued delivery and modernisation of HSE, including a phased transition towards an online-first mixed-mode approach, whilst maintaining data quality, representativeness, inclusivity and continuity with the established HSE time series. The contract is expected to commence on 1 July 2027 and will support delivery of the 2028, 2029, 2030 and 2031 survey years. Noting that the contract will have an end date of 31 July 2033 to complete all associated processing, analysis, reporting, publication support, data deposit, archiving, transition and exit activities. The proposed contract may include options for DHSC to extend the contract for delivery of an additional survey year (2032) and to commission additional services or activities related to the core requirement. Any option may be exercised at DHSC's discretion, subject to need, funding and the terms of the contract.

### Planning Information

The objectives of the preliminary market engagement are to:

• Gather feedback on the scope, specification and proposed delivery model.
• Test the feasibility, risks and affordability of the proposed modernisation approach.
• Validate the commercial model, procurement approach and contract arrangements.
• Inform a clear, deliverable and commercially viable final requirements that supports competition and value for money.
