## Summary

Cornwall Council commissioned a waste needs assessment to inform waste planning across Cornwall. The work covers a review of existing evidence, policies and legislation; an assessment of current waste facilities, permissions, permits, throughput, capacity and operating constraints; and forecasts of future waste arisings across local authority, commercial and industrial, construction and demolition, hazardous and other relevant waste streams. The assessment is to identify future capacity surpluses and deficits, the type and timing of any additional facilities needed, and implications for site allocations and safeguarding policies. A separate technical paper examines waste movements between Cornwall and neighbouring planning authorities, including imports, exports and whether existing or planned facilities can continue to accommodate those movements. Work is for Cornwall Council and concerns Cornwall and neighbouring authority areas.

The procurement is complete and the contract was awarded to Cornwall Waste Needs Assessment, a small and medium-sized supplier. The award date was 1 October 2026. The contract runs from 9 October to 31 December 2026. Its value is £35,200, or £39,000 including VAT. The requirement was procured as a below-threshold limited competition, with one bid recorded for the single lot. The award is active. The assessment is intended to support Cornwall’s Local Plan by setting out existing waste-management capacity, forecasting demand over the plan period and identifying any need for additional provision. The award information names the selected supplier and the contract period; the published procurement data records no separate award-scoring breakdown.

For suppliers considering comparable waste-planning work for Cornwall Council, this award shows demand for a focused technical assessment combining planning-policy review, capacity analysis and long-term forecasting. Relevant capability includes interpreting waste planning evidence, national guidance and legislation; reviewing operational sites, planning permissions, environmental permits and waste throughput data; verifying facilities; and analysing capacity by waste stream, facility type and operational constraint. Credible providers would also need to forecast waste arisings using population, housing, employment, economic and historic trends, alongside recycling targets and policy changes. The requirement also demonstrates value in assessing cross-boundary waste movements and the role of neighbouring facilities. The selected supplier was an SME, and one bid was recorded, indicating that a specialist consultancy may be suited to this scale and breadth of work.

## Notice

Stage 1 - Review of Existing Evidence * Review existing waste planning evidence, national guidance and relevant legislation. * Review current Cornwall waste policies and any relevant neighbouring Waste Planning Authority evidence. * Agree methodology, assumptions, datasets and forecasting approach with Cornwall Council. Stage 2 - Assessment of Existing Waste Management Capacity Prepare an assessment of existing waste management capacity across Cornwall including: * Current operational waste management facilities. * Existing Waste Planning Permissions. * Environmental Permits/Waste Management Licences. * Annual throughput using the Environment Agency Waste Data Interrogator. * Survey and verification of operational waste sites. * Existing treatment capacity by waste stream and facility type. * Analysis of operational constraints where relevant. Stage 3 - Assessment of Future Waste Arisings Prepare forecasts of future waste arisings throughout the Local Plan period including: * Local Authority Collected Waste. * Commercial and Industrial Waste. * Construction, Demolition and Excavation Waste. * Hazardous Waste (where appropriate). * Other relevant waste streams such as wastewater, agricultural waste, low level radioactive waste, clinical waste Forecasts should consider: * Population growth. * Housing and employment growth. * Economic forecasts. * Historic waste trends. * Recycling and composting targets. * National policy objectives. * Waste reduction initiatives and changes in waste composition. Stage 4 - Assessment of Additional Waste Management Capacity Requirements Using the findings of the previous assessments, identify: * Existing capacity available throughout the plan period. * Forecast demand for each waste stream. * Capacity surpluses and deficits. * The quantity and type of additional waste management capacity required. * The broad timing of additional provision. * Any implications for future waste site allocations or safeguarding policies. The assessment should clearly identify where sufficient capacity exists and where additional facilities may be required to meet future needs. A Cross Boundary Waste Movements paper A separate technical paper should assess: * Current waste imports and exports between Cornwall and neighbouring Waste Planning Authorities. * Waste arisings within neighbouring authority areas where relevant. * Nationally significant waste management requirements. * Existing and future cross-boundary waste movements. * Whether existing or planned facilities are capable of continuing to accommodate these movements.
