## Summary

The Welsh Government is commissioning the establishment of an independent Welsh Flood Forum. The work covers interim support, setting up the organisation and transferring knowledge to the new forum. The National Flood Forum’s model is intended to support communities affected by flooding over the long term, as well as help them prepare for future floods. The service is environmental issues consultancy, delivered in Wales. The commission draws on experience of establishing an independent flood forum, following the National Flood Forum’s work to create the Scottish Flood Forum for the Scottish Government.

The procurement is complete and the National Flood Forum was selected through a direct award. The Welsh Government justified the route on the supplier’s specialist experience and established model, and the distinct long-term support it provides to flood-affected communities. The award value is £261,000 excluding VAT (£313,200 including VAT). The award period runs from 23 November 2026 to 22 May 2028, with one optional six-month extension, to a latest stated end date of 22 November 2028. The recorded award status is pending. The service is treated as one lot; no separate lot awards are reported.

For suppliers assessing comparable future work with the Welsh Government, this award shows demand for an organisation able to establish an independent, community-focused flood forum, not simply provide short-term help during a flood or immediately afterwards. A credible competitor would need evidence of long-term support to communities affected by flooding, practical preparation for future flood events, and experience creating and developing an independent forum. The work also requires capacity to provide interim support while the organisation is established and to transfer knowledge so the new forum can operate independently. The direct-award rationale specifically rested on the National Flood Forum’s established operating model and prior forum-establishment experience, indicating that demonstrable delivery in this specialist field is commercially important.

## Notice

National Flood Forum for Wales, the Welsh Government is looking to establish an independent Welsh Flood Forum (WFF).

### Procurement Information

The NFF's services differ to other charities. They provide ongoing, long-term support to communities who have been impacted by flooding. This long-term support differentiates them from other charities in this field, who tend to be focussed on helping communities during an event and in the immediate aftermath. NFF can help flooded communities in the long-term, whilst also helping them to prepare for future flooding events. In addition, the NFF is specifically qualified to deliver a Welsh Flood Forum (WFF) because the work will draw on its established operating model and experience of creating an independent flood forum. This follows the approach taken by the Scottish Government, which commissioned the NFF to establish the Scottish Flood Forum. The NFF's role under this commission is specifically to assist Welsh Government in establishing an independent WFF. The commission is focused on interim support and organisational establishment and knowledge transfer to WFF.
