## Summary

Flintshire County Council, as the administering authority for the Clwyd Pension Fund, is seeking an independent person to scrutinise advice, provide constructive challenge and support the Fund’s Pension Committee, Pension Board, senior officer and other officers. This is specialist pension-governance consultancy, intended to strengthen oversight, transparency and accountability and support compliance with Local Government Pension Scheme legislation, statutory guidance and regulatory expectations. The Fund serves more than 50 participating employers and over 50,000 scheme members. The work relates to the Clwyd Pension Fund in Flintshire, Wales. The appointee will bring an external perspective, work collaboratively with elected members and officers, and remain independent in their judgement.

The buyer invited offers through an open procedure. The enquiry deadline was 30 October 2026 at 12:00, and the tender submission deadline was 9 November 2026 at 12:00. The anticipated decision date was 7 December 2026. The contract was scheduled to run from 22 December 2026 to 21 December 2029, with an option to extend by two years, to 21 December 2031. The estimated value is £1, exclusive of VAT (£1.20 including VAT). The single lot is assessed on quality (80%) and price (20%). Quality covers governance and oversight, pension administration and service delivery, funding and actuarial considerations, and investment strategy and performance, including Local Government Pension Scheme pooling arrangements. Economic and technical selection criteria apply.

This opportunity suits an individual or consultancy able to provide informed, independent challenge across public-sector pension fund governance and investment. Relevant strengths include understanding of governance and oversight, pension administration and service delivery, funding and actuarial matters, and investment strategy, performance and Local Government Pension Scheme pooling. The appointee must be able to give objective expert insight, identify improvements, support compliance, and work constructively with elected members, pension board representatives and officers while maintaining an independent viewpoint. Independence is a strict condition: the successful supplier must have no conflict of interest and must not work for an adviser, fund manager or service provider doing business with the Fund, or one that has provided it services within the previous two valuation cycles. Small and medium-sized businesses are identified as suitable; the requirement is for specialist professional expertise rather than goods or works.

## Notice

Clwyd Pension Fund (the "Fund") is seeking to appoint an Independent Person to provide scrutiny, constructive challenge to advice given, and to support the Pension Fund Committee and Head of Fund (LGPS Senior Officer). The role forms part of the strengthened governance framework for LGPS administering authorities as a result of MHCLG's implementation of the LGPS Good Governance reforms. Flintshire County Council, as Administering Authority for the Clwyd Pension Fund, provides pension benefits on behalf of over 50 participating employers and over 50 thousand scheme members. The Fund is proud to be widely acknowledged in the LGPS community as a leading example for best practice governance and management. The Independent Person will become a key person in the Fund's commitment to delivering high-quality pension services, robust governance and management arrangements that support members, employers and other stakeholders. The Independent Person will bring an external perspective and enhance the Fund's governance framework, supporting the Pension Fund Committee, the Pension Board, LGPS Senior Officer and other Fund officers in maintaining the highest standards of governance, transparency and accountability. The role will be critical in strengthening governance practices, providing objective and expert insight, constructive challenge where appropriate, identifying opportunities for improvement and supporting compliance with LGPS legislation, statutory guidance and regulatory expectations across all areas of Fund activity. The successful candidate will be independent of Clwyd Pension Fund and Flintshire County Council, with no conflicts of interest that could compromise their impartiality. To ensure independence, both actual and perceived, in accordance with the Statutory Guidance, they cannot work for any advisor, fund manager or service provider that does business with the Fund (or has provided any such services within the last two valuation cycles). They will work collaboratively with elected members, pension board representatives and officers while maintaining an independent viewpoint. Mae Cronfa Bensiynau Clwyd (y "Gronfa") eisiau penodi Unigolyn Annibynnol i ddarparu craffu, her adeiladol i'r cyngor a roddir, ac i gefnogi'r Pwyllgor Cronfa Bensiynau a Phennaeth y Gronfa (Uwch Swyddog CPLlL). Mae Cyngor Sir y Fflint, fel Awdurdod Gweinyddu ar gyfer Cronfa Bensiynau Clwyd, yn darparu buddion pensiwn ar ran dros 50 o gyflogwyr a thros 50 mil o aelodau'r cynllun. Mae'r Gronfa'n falch o gael ei chydnabod yn eang yn y gymuned CPLlL fel enghraifft arweiniol o reoli a llywodraethu arferion gorau.
