## Summary

Angus Council sought a principal contractor for enabling infrastructure for a new rural Mobility Hub in Forfar, Angus. The works cover site preparation and clearance, highway and road construction and surfacing, drainage, landscaping, and installation of fencing, railings and safety equipment. This is a construction project focused on preparing the site and delivering the supporting infrastructure; the Mobility Hub itself is not described as part of the works. The requirement is arranged as a single package for a main or principal contractor, rather than separate work packages. Delivery is in Forfar, Angus.

Angus Council invited offers through a restricted procedure, with electronic submission. The process reached tender, and a shortlist of five to eight candidates was expected to be invited to the next stage. The bid deadline set by the buyer was 9 November 2026 at 12:00 UTC. The contract period is 360 days, and bids had to remain valid for 90 days. The estimated contract value is £4.65 million. Evaluation assigns 70% to price and 30% to quality. Alternative bids are not allowed. The successful contractor must provide a performance guarantee bond worth 10% of the contract sum for the full contract period. Community benefit requirements apply and are detailed in the tender documents.

This opportunity suits an experienced principal contractor able to manage a coordinated package of enabling infrastructure works, including site clearance, roads and surfacing, drainage, landscaping, and safety installations. Suppliers will need the technical and organisational capacity to deliver these workstreams together over the contract period and to provide named staff with their qualifications as part of the bid. The requirement includes a performance bond equal to 10% of the contract sum, so bidders need the financial capacity to arrange that guarantee. Community benefits and subcontracting are part of the requirement, making it relevant to contractors able to plan and manage those commitments alongside delivery. The selection requirements are set out in the Single Procurement Document.
