## Summary

Newcastle City Council is seeking contractors to deliver accessibility adaptations in council properties across Newcastle, supporting residents to live independently. The work is split into two lots: bathroom refurbishments and adaptations designed to meet disabled access needs, and the supply and installation of minor aids such as handrails, grab rails, access steps and other accessibility equipment. This is a services contract covering both installation and associated delivery. Suppliers may be relevant to one or both lots, depending on their capability in bathroom adaptation work or in supplying and fitting accessibility aids.

The buyer invited offers through an open tender procedure to establish a ranked framework, with four suppliers appointed to each lot. The framework uses ranked awards without reopening competition. The total estimated value is £8 million excluding VAT (£9.6 million including VAT): £6 million excluding VAT for bathroom adaptations and £2 million excluding VAT for minor aids. Enquiries were due by 30 October 2026 at 12:00, and bids by 5 November 2026 at 12:00. The planned award decision date is 15 January 2027. Both lots are scheduled to run from 1 February 2027 to 31 July 2028, with two possible 12-month extensions, subject to performance, to a latest date of 31 July 2030. Price and quality each carry 50%.

Both lots are identified as suitable for small and medium-sized businesses, and suppliers can bid for the work that matches their specialism. The bathroom lot suits contractors able to supply and install accessible bathroom adaptations and manage projects, quality control, contracts and customer care. The minor aids lot suits providers with the capability to supply and fit equipment such as rails and access steps, alongside effective project and contract management, quality control and aftercare. Quality assessments also consider social value in both lots. Contractors should be able to demonstrate reliable delivery and the management capacity to serve council properties across Newcastle; the framework will select four suppliers for each area of work.
