## Summary

Revenue Scotland procured a tax administration and management system for Scotland’s devolved taxes. The solution is the core system for tax operations, with an external-facing element for taxpayers and other users to interact with Revenue Scotland. It replaces the existing platform and includes the supporting infrastructure and ongoing support and maintenance. The scope also covers workflow, secure communications, case management and enhanced compliance capabilities, with the system forming part of Revenue Scotland’s wider technology environment. The work is software development and related IT services, including implementation and support. Revenue Scotland is the buying organisation, and delivery is in Scotland.

The procurement has been awarded and the contract is active. Northgate Public Services (UK) Limited and NEC Software Solutions UK Limited were selected as suppliers for the single lot. The contract was signed on 18 September 2018, with a period running to 14 August 2029, and a recorded contract value of £5,507,180. The stated purpose was to replace the previous solution and provide a tax platform with ongoing development and support. The procurement description says the required functionality was intended to be deployed by April 2019. Later modifications added tax relief and calculation adjustments, workflow and communications improvements, and modules for Scottish Aggregate Tax and the Scottish Building Safety Levy. The published modification description gives costs of £156,600 and £1,573,000 for these additional works respectively.

This contract demonstrates demand from Revenue Scotland for a substantial, long-running tax technology platform rather than a standalone software licence. Suppliers competing for a similar requirement would need to deliver and support a secure operational system, a user-facing portal and the underlying infrastructure, while providing workflow, case management, communications and compliance functions. The later additions show the importance of adapting tax calculations and integrating new tax modules into an existing platform, alongside continual improvement and user communications. Credible providers are likely to need strong software engineering, implementation, data and systems integration, testing, maintenance and support capabilities, with capacity to sustain a complex public-sector service over an extended period. The award to two established software suppliers indicates that the work can involve a supplier partnership.

### Lot Information

Lot 1

AWARDED - Revenue Scotland intend to appoint a single supplier to deliver a tax administration and management solution for devolved taxes in Scotland. This solution will provide the primary administrative system for tax operations and also provide an external element to allow external users to interact with Revenue Scotland. This procurement exercise will replace this existing solution and provide the associated support and infrastructure for the duration of this contract. This exercise will also look to introduce additional capabilities into the organisation to meet the needs of a tax administration including workflow, secure communications, case management and enhanced compliance capabilities. This solution will form part of the technological landscape of Revenue Scotland. This contract will also provide the on-going support and maintenance and develop in line with Revenue Scotland's needs. This procurement is a substantial part of an existing service design project which aims to have the required functionality deployed by April 2019.
