## Summary

The Foreign, Commonwealth and Development Office’s Tackling Deadly Diseases in Africa Programme Phase II provides national and community-level technical assistance to strengthen public health and emergency capability, and improve prevention, detection and response to infectious disease threats. Work covers health security planning and workforce capability, infectious-disease surveillance, data integration and laboratory capacity, and community and civil society participation. The programme operates principally in the Democratic Republic of the Congo, Ghana, Kenya, Malawi, Uganda and Zambia. Following reprioritisation, the added Zambia work focuses on antimicrobial resistance transition: sustaining surveillance and laboratory systems, improving diagnostic capacity and data use, supporting antimicrobial stewardship and One Health coordination, maintaining workforce skills, and moving towards sustainable domestic financing. Targeted outbreak preparedness and response support, including Ebola-related assistance, may also be provided when requested and agreed.

The contract has been awarded to Palladium International Ltd, and the contract is active. It was signed on 12 September 2024 and runs to 31 March 2027. The amended contract ceiling is £14,145,592.57 including applicable taxes; this is a reduction from the original ceiling of £19,271,765. The additional Zambia antimicrobial resistance transition services are valued at £500,000. Contract Amendment 003 reprioritises and reduces the remaining work, provides for phased country close-out, continues targeted antimicrobial resistance activity in Ghana and Kenya, and sets a transition and close-out period in Uganda and Malawi. The procedure is a modification to the existing contract under Regulation 72(1)(b) of the Public Contracts Regulations 2015, justified by the need for additional services and the technical and economic case for continuity with the incumbent supplier.

For suppliers preparing for comparable FCDO public-health work, this award shows demand for integrated technical assistance across antimicrobial resistance, surveillance, laboratory and diagnostic systems, data management, antimicrobial stewardship and One Health coordination. Credible delivery requires the ability to work with national governments and implementation partners, protect continuity of existing systems and datasets, and support local ownership and sustainable financing. The wider programme also calls for health-security workforce development, community and civil-society engagement, monitoring and reporting, and capacity to provide outbreak preparedness and response assistance when required. Suppliers need the programme-management, technical-assurance, financial-management, safeguarding, security and monitoring arrangements to coordinate delivery across several countries and manage transition and close-out alongside ongoing work. Established knowledge of the programme’s technical products, operational interfaces and stakeholder relationships was central to the selected supplier’s case for continuity.

### Lot Information

Tackling Deadly Diseases Africa Programme - 2 (TDDAP 2)

Following the modification, the contract will continue to provide national and community-level technical assistance to strengthen public health and emergency capability and improve the prevention, detection and response to infectious disease threats. Delivery will operate through a phased close-out and reprioritised model. Core TDDAP2 activities in the Democratic Republic of the Congo, Ghana and Kenya concluded in March 2026. Targeted antimicrobial resistance activity will continue in Ghana and Kenya. Delivery in Uganda and Malawi will continue through a defined transition and close-out period, with completion by 31 March 2027. The modified contract includes additional, targeted and time-limited antimicrobial resistance transition services in Zambia until 31 March 2027. These services focus on: protecting and consolidating antimicrobial resistance surveillance and laboratory capabilities; supporting laboratory and diagnostic systems; improving surveillance-data integration and use; supporting antimicrobial stewardship; strengthening One Health coordination; maintaining workforce capability; and supporting transition towards sustainable domestic financing. The contractor may also provide targeted and demand-led technical assistance for outbreak preparedness and response, including Ebola preparedness and response support, where requested by FCDO and agreed within the resources and health security objectives of the contract. The programme outputs concern: progress towards operationalising National Action Plan for Health Security priorities; health security workforce strategy and capability; surveillance, data integration and laboratory capability; and community and civil society participation in health security governance and surveillance.
