The review is intended to provide objective challenge, identify prioritised actions for development and guide improvement work to strengthen future performance. The Trust provides mental health services across Bath and North East Somerset, Bristol, North Somerset, South Gloucestershire, Swindon and Wiltshire, from more than 90 community and inpatient sites and with external partners. Services span acute mental health, recovery, liaison and dementia care, forensic services, child and adolescent mental health, and specialist provision. This is evaluation consultancy work for a mental health provider, rather than a contract to deliver clinical services. The Trust invited offers through a below-threshold, open competition. The requirement is arranged as one lot. The enquiry deadline was 23 October 2026 at 12:00, and the submission deadline was 6 November 2026 at 12:00 UTC. The contract period is 1 January to 31 December 2027. The estimated value is £50,000 excluding VAT (£60,000 including VAT). Evaluation allocates 50% to answers to the evaluation questions, 20% to the presentation, 20% to the pricing schedule and 10% to social value. The review follows a CQC inspection reported in May 2025 that rated the Trust’s well-led performance as requiring improvement. Relevant capability includes applying the CQC well-led framework, understanding mental health services delivered across community and inpatient settings, and assessing governance, partnerships and relationships with external stakeholders. The review must offer constructive challenge and translate findings into prioritised, practical development actions. Experience working with NHS organisations, financially challenged health systems and collaborative service arrangements would be relevant to the context described. The scale involves a Trust operating across six areas and more than 90 sites, with specialist services and external partnerships. SMEs and voluntary, community or social enterprises are identified as suitable to compete. ## Notice Avon and Wiltshire Mental Health Partnership NHS Trust (AWP) provides mental health services across Bath and North East Somerset, Bristol, North Somerset, South Gloucestershire, Swindon and Wiltshire, from more than 90 community and inpatient sites and through partnerships with external organisations.
