## Summary

Leeds City Council commissioned a managing agent for its Trailblazers Work and Health VCSE Grant Programme. The programme is funded by the Department for Work and Pensions and West Yorkshire Combined Authority and is intended to help Leeds residents move towards employment, enter work and remain in employment. It engages voluntary, community and social enterprise organisations to deliver support. The funding is intended mainly to expand existing innovative interventions with evaluated outcomes relevant to the programme’s target, while also supporting pilots of new approaches in real-world settings. The service falls within adult and other education services. Delivery is focused on Leeds residents and the programme is managed for Leeds City Council.

The procurement is complete and has been awarded to Volition - Leeds, a Leeds-based supplier. Leeds City Council used a direct award below the procurement threshold, without competition. The contract was signed on 8 May 2026 and runs from 8 May 2026 to 31 March 2027. Its value is £80,000 excluding VAT (£96,000 including VAT). The requirement was organised as one lot, covering the programme’s managing-agent service. The award is active and the contract is active. No evaluation basis or supplier eligibility conditions are stated in the process details.

This award shows that Leeds City Council buys grant-programme management to connect voluntary, community and social enterprise organisations with employment support for local residents. A credible competitor for a future requirement would need the capacity to manage a time-limited, publicly funded programme and work effectively with VCSE organisations and local partners. Relevant experience would include scaling interventions already supported by evaluation and evidence of employment-related outcomes, alongside the ability to organise pilots and test new approaches in practice. The selected supplier is a Leeds-based SME and VCSE, indicating that a locally rooted social enterprise can deliver this type of service. The procurement was made by direct award without competition, so the route used for this contract does not demonstrate a competitive selection process.

## Notice

The aim of this DWP - WYCA funded Get Britain Working Trailblazer Programme is to engage the Voluntary, Community and Social Enterprise (VCSE) sector to support Leeds residents progressing towards and into employment and also maintaining employment. Due to the short-term nature of the funding, there is an expectation that funding will be used to scale up existing innovative interventions that are well evaluated and demonstrate outcomes relevant to our target and a proportion of the funding will be focused to pilot new activities and innovative approached which may not been trailed before to test their application in a real-life setting
