## Summary

North Lincolnshire Council is commissioning supervised toothbrushing for children aged 3–5 and oral health improvement across North Lincolnshire. The service aims to prevent poor oral health through tailored programmes, combining targeted interventions with universal offers and working with partners on factors affecting health and wellbeing. These include access to dental care, diet and nutrition, smoking, alcohol use, and wider social and environmental conditions. The work is classified as dental and related services. The council’s stated purpose is to improve oral health outcomes and address inequalities by using community insight to identify areas of need and offering evidence-based interventions. Delivery is across North Lincolnshire.

The procurement has been awarded to Northern Lincolnshire and Goole Foundation Trust, the incumbent provider, and the contract is active. North Lincolnshire Council used a Provider Selection Regime Direct Award C, without a prior call for competition, under the Health Care Services (Provider Selection Regime) Regulations 2023. The contract was signed on 12 October 2026 and is valued at £41,638.20. One bid was recorded. The evaluation weighted quality and innovation at 25%, value at 25%, integration, collaboration and sustainability at 20%, improving access and reducing inequalities at 20%, and social value at 10%. The council assessed the existing provider as meeting the service requirements and capable of delivering to a sufficient standard.

For providers considering similar community dental health work, this award indicates that the buyer values proven delivery of supervised toothbrushing for young children alongside broader oral health improvement. A credible provider would need suitable service competencies and experience, the relevant technical ability and qualifications, and sufficient financial standing. The successful provider was judged on quality and innovation, value, effective partnerships with local and regional stakeholders, the ability to identify oral health inequalities and offer evidence-based interventions, and targeted action informed by local insight. Suppliers should be prepared to demonstrate how they can collaborate across health and community partners and direct activity towards areas of greatest need. This is a focused opportunity for organisations able to deliver preventive oral health services across North Lincolnshire, rather than a general dental practice contract.
