## Summary

NHS Birmingham and Solihull Integrated Care Board is buying a community dementia support service for people living with dementia and their carers. The service is intended to provide a single point of access to information and advice, explain support available before and after diagnosis, and connect people with relevant services and community groups. It also includes practical emotional support, tailored coaching for people with dementia and carers, access to peer-led groups, and timely person-centred help to improve quality of life. The provider must establish clear referral routes into and out of the service. Delivery is for the Birmingham and Solihull area. This is a re-issued opportunity after an earlier process was abandoned.

The buyer invited offers through an open procedure. The contract is for one service lot, with a three-year term starting 1 April 2027 and ending 31 March 2030, plus an option to extend for up to three further years. The stated annual value is £834,000 excluding VAT, with an additional £80,000 of non-recurrent funding in the first year. The tender value is £5,084,000 excluding VAT. Questions were due by 27 October 2026 at 17:00 UTC; bids by 6 November 2026 at 17:00 UTC. The planned award date is 11 December 2026. Evaluation weights are technical quality 80%, commercial 10% and social value 10%. Economic and technical selection criteria apply.

The opportunity suits providers with demonstrable experience and skills in dementia support, including organisations able to advise people and carers before and after diagnosis and tailor practical support to individual circumstances. Relevant capabilities include signposting to local services and community groups, emotional support, coaching, facilitating peer-led groups, and building effective referral pathways. Providers will need the operational capacity to offer a coordinated, person-centred service for both people living with dementia and their carers, with support that can respond in a timely way. The buyer has identified the service as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so providers in either group may be well placed to compete. Social value contributes to evaluation alongside service quality and price.
