## Summary

The Mayor’s Office for Policing and Crime is procuring services to complete implementation of the Metropolitan Police’s integrated command and control system, then provide interim operational support, maintenance and an exit and transition. The system supports emergency response and operational dispatch for the UK’s largest police force and is treated as critical national infrastructure. The wider requirement covers software and IT services, with delivery across England, including London and the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, South East and South West. Following acceptance into service, maintenance of software components is to be provided by Frequentis and Octave under subcontract arrangements.

The procurement is complete and the contract has been awarded to Leidos Innovations UK Ltd through a direct award, justified by extreme and unavoidable urgency and the existing supplier’s position delivering the replacement system. The award date was 12 October 2026. The award value is £297 million excluding VAT (£356.4 million including VAT). This comprises a £165 million interim contract of approximately three and a half years, plus ten-year maintenance agreements valued at £30 million with Frequentis and £102 million with Octave. The award period runs from 20 November 2026 to 20 May 2040. The procurement was not divided into multiple lots. The authority says it will separately procure a successor managed service provider competitively; subcontract maintenance reflects proprietary rights and specialist system knowledge.

For suppliers who did not win, this award signals demand for the complex delivery and long-term operation of police command and control technology, including software implementation, operational support, maintenance and transition. A credible competitor for a comparable requirement would need the ability to deliver and integrate a mission-critical system, maintain continuity of emergency dispatch operations, and support the system through changes, defects and software updates. Experience with complex public-sector transformation and the operational demands of a large police force would be relevant. The chosen interim route relied on Leidos’s existing role in delivering the replacement system, while the maintenance subcontractors’ proprietary rights, source-code access and knowledge of the authority’s system architecture and business logic were central to their selection. The authority states that the successor managed service provider will be procured competitively.

## Notice

This Transparency Notice relates to the award of an Interim Contract for the provision of services for the completion of implementation, interim operational run (maintenance services) and exit/transition of the Mayor's Office for Policing and Crime/Metropolitan Police (the Contracting Authority) integrated Command and Control system (the System) which constitutes critical national infrastructure underpinning the emergency response and operational dispatch capability of the largest police force in the United Kingdom. This direct award of an Interim Contract is justifiable under Schedule 5, paragraphs 13 and 14 of the Procurement Act 2023 (PA23) (the Interim Contract), on grounds of extreme and unavoidable urgency. Under the Interim Contract, following acceptance into service, maintenance services will be provided by Frequentis and Octave (the Sub-contractors/-contracts). These Sub-contracts are for maintenance of software components which are subject to exclusive rights and locked-in rates to ensure value for money. The Sub-Contracts have a term of ten years after exit from the Interim Contract (targeted for 9-months post go live of final production release 'Drop 3'). The Interim Contract will provide for these Sub-contracts to be novated to the Contracting Authority or the Successor Managed Service Provider (the SMSP) on expiry of the Interim Contract. Value (excluding VAT) * PS297m Total Contract Value Consisting of: * PS165m Interim Contract (duration approx. 3.5 years) Sub-contracts * PS30m Frequentis 10-year maintenance agreement * PS102m Octave 10-year maintenance agreement

### Procurement Information

Interim Contract Justification: Paragraphs 13 and 14 of PA23: The Contracting Authority's existing legacy Command and Control system is provided by Unisys under a contract expiring in October 2029. In 2018/2019, the Contracting Authority contracted with Leidos Innovations UK Limited (the Supplier) to deliver a replacement Command and Control System. A new Interim Contract is to be awarded to the Supplier to complete the delivery of the replacement System and ensure continuity of service following expiry of the Unisys contract. Extreme urgency exists as a consequence of complexities and delay in completing transformation to a new system; the Contracting Authority is unable to reprocure and implement a new contract in time to ensure continuity of this critical capability after October 2029. The Contracting Authority considers: * that it did not have reasonable means available to it, from an economic, operational and commercial point of view, to avoid the urgency that has arisen. * that the circumstances giving rise to urgency were not solely attributable to the Contracting Authority and could not have been foreseen by the Contracting Authority. The root cause lies in the underestimation, by the parties at the time of contract award in 2018/2019, of the unprecedented complexity of delivering a system of this nature; this was compounded by the impact of the Covid pandemic on the early stages of the Contract. Sub-contracts Justification: Schedule 5, Paragraph 5 of PA23: The Sub-contractors hold the intellectual property rights, source-code rights and associated proprietary rights necessary to provide supported product maintenance, defect correction, updates, patches, supported releases and related development services. The Sub-contractors also have the specialist knowledge of the Contracting Authority's specific system architecture and business logic, which cannot be replicated or substituted by an alternative provider. The Contracting Authority currently considers that only those Sub-contractors are able to provide these services and that there are no reasonable alternatives. Future Procurement - Successor Managed Service Provider A Preliminary Engagement Notice has been issued: MPS Command and Control 'Run' Service Support - Notice identifier: 2026/S 000-012206, and early market testing has taken place. Further market engagement for the SMSP contract is anticipated to commence in December 2026. The Contracting Authority shall conduct a separate competitive procurement for the SMSP as a replacement to the Interim Contract, thereby ensuring that the ongoing operational run services are subject to full market competition. The Contracting Authority shall assess which provisions of the PA23 may apply in relation to the novation of the Sub-contracts to any SMSP, including but not limited to paragraph 5 (intellectual property or other exclusive rights), paragraph 6 (absence of competition for technical reasons) or paragraph 7 (additional or repeat goods, services or works) of Schedule 5 of the Procurement Act 2023.
