## Summary

The Police and Crime Commissioner for Nottinghamshire intends to commission an integrated sexual violence hub and therapeutic support service for adult survivors aged 18 and over. The service is intended for people living in Nottingham City or Nottinghamshire, or registered with a GP practice in the Nottingham and Nottinghamshire Integrated Care Board area. It will provide a specialist single point of access, emotional support and evidence-based psychological therapies for survivors of recent or historic sexual assault, rape or abuse, including non-contact offences and abuse experienced in childhood. Support will not depend on whether the offence was reported to police. Where appropriate, close family members may also receive support. Children and young people remain within separately commissioned specialist services. Delivery is across Nottingham City and Nottinghamshire.

This is at planning stage: the buyer has stated an intention to procure, but has not invited tenders. The buyer plans to undertake pre-market engagement, with an indicative engagement milestone on 28 October 2026. The proposed contract period is 1 April 2027 to 31 March 2029. The procurement is for services and is described as above the relevant threshold, but no estimated contract value is stated. The planned arrangement is one lot, with a light-touch regime. The intended service is to empower survivors, build resilience, support recovery and help them regain control through tailored, person-centred support. The planning information does not set out a procurement procedure, bid evaluation criteria or eligibility conditions.

The work is suited to providers able to deliver specialist support for adult survivors of sexual violence across a city-and-county area. Relevant capability includes operating a single access hub and providing emotional support alongside evidence-based psychological therapies for people affected by both recent and non-recent sexual violence, including historic childhood abuse and non-contact offences. Providers will need to shape support around individual circumstances and needs, with a person-centred approach focused on recovery, resilience and independence. The service may also need to support close family members where appropriate. The buyer has indicated that the service should bring hub access and therapeutic support together as an integrated offer. Small and medium-sized businesses and voluntary, community and social enterprises are marked as suitable, making specialist voluntary-sector providers and collaborative delivery partnerships relevant to prepare for the later tender.

## Notice

The proposed Service will be available to all adult survivors of sexual violence aged 18 years and over who reside within Nottingham City or Nottinghamshire, and/or are registered with a GP practice within the Nottingham and Nottinghamshire Integrated Care Board area. This includes individuals who have experienced sexual assault, rape, or sexual abuse, including non-contact offences, whether the abuse occurred recently or in the past, including during childhood. Support will be provided regardless of whether the offence has been reported to the police. Where appropriate, support will also be available to close family members of victims and survivors. Children and young people will continue to be supported through separately commissioned specialist services. The Service aims to lead the delivery of an integrated Adult Sexual Violence Hub and therapeutic support service across Nottinghamshire. Its objective is to empower adult victims and survivors by building resilience, supporting recovery, and helping individuals regain control of their lives following their experiences. Through a tailored and person-centered approach, the Service will enable survivors to move forward with confidence and independence. The Service will achieve this through the provision of a specialist single point of access (Survivor Hub), together with emotional support and evidence-based psychological therapies designed to meet the needs of both recent and non-recent survivors of sexual violence aged 18 years and over.
