## Summary

The Met Office commissioned services for the AmazonFACE programme to support its transition into sustained scientific operation. The work covers operational knowledge transfer, an assessment of operational readiness, development of operational and governance frameworks, carbon budget methodology support and independent scientific oversight. It draws on the University of Birmingham’s experience running BIFoR, a large-scale forest Free-Air CO₂ Enrichment (FACE) facility, to transfer operational practice and strengthen carbon-budget development, data quality and scientific assurance. The procurement is for research services, with the stated delivery location in the United Kingdom.

The procurement is complete and the contract was awarded to the University of Birmingham on 4 September 2026. The award value is £26,693.53 excluding VAT (£32,032.24 including VAT). The contract period runs from 12 October 2026 to 31 March 2027. This was a selective, below-threshold award under a framework, and the process was not competitive. The requirement was arranged as one lot. The award is active; a contract signature was scheduled for 12 October 2026. The published award information does not set out an evaluation basis or participation requirements.

This award shows demand from the Met Office for specialist support that can help a major forest FACE research facility move into sustained scientific operations. A credible competitor for a comparable requirement would need proven experience operating a large-scale FACE facility and the ability to transfer practical operating knowledge, assess long-term readiness, and develop workable operational and governance frameworks. The work also calls for expertise in carbon-budget methodology, research data quality and independent scientific assurance. Suppliers would need to bring these capabilities together, rather than offer general research support alone. The buyer used a framework route for this below-threshold requirement, so relevant framework access and the ability to deliver focused, specialist services at modest scale would also be commercially important.
