## Summary

MHRA is procuring replacement steam-boiler systems for its laboratories at Blanche Lane, South Mimms, Potters Bar, Hertfordshire. The works cover detailed design, supply, installation, testing, commissioning and handover of two electric steam boilers, replacing three existing gas-fired boilers. The installation also includes associated mechanical, electrical, controls, building, civil and enabling works. Delivery is within a live medical-research facility, so the contractor must coordinate work around ongoing operations and protect safe access and continuity of steam. The project aims to provide a maintainable installation and a workable, coordinated delivery plan, with clear management of interfaces, electrical capacity and commissioning. The scope includes complete handover and measurable social-value commitments. This is a substantial, multidisciplinary boiler installation and engineering works package for suppliers able to deliver safely in an operational laboratory environment.

MHRA invited tenders through an open procedure. The enquiry deadline was 16 October 2026 at 17:00 UK time, and the submission deadline was 20 November 2026 at 16:00 UK time. The contract period is scheduled from 11 January 2027 to 10 April 2028. The estimated value is £5,833,333 excluding VAT (£7,000,000 including VAT). The procurement is one lot. Bids are evaluated on price, worth 30%, and quality, worth 70%. Quality covers design and technical solution, safety and logistics, programme and resources, continuity and resilience, live-site experience, testing and commissioning, handover and support, added value and social value. The award decision was due by 11 January 2027. Suppliers must register on the MHRA portal, sign an NDA to access the tender documents, and meet stated financial and insurance thresholds.

The opportunity suits a principal contractor or engineering firm with the capacity to design and deliver a complete boiler replacement, coordinating mechanical, electrical, controls, building and civil works. Strong evidence of relevant experience on live operational sites will matter, particularly experience maintaining steam supply and site resilience during installation and commissioning. The proposed team must show it can manage access, permits, lifting, construction safety and interfaces, and provide a credible programme with adequate resources and delivery controls. The work also calls for robust inspection, testing, commissioning, acceptance, staff training, asset information, warranty and post-completion support. Suppliers need annual turnover above £14 million, specified £10 million liability and professional indemnity cover, and insurance for works, plant and materials. ISO 9001, ISO 14001 and ISO 45001, or equivalent standards, are required. Collaborative NEC delivery and measurable social-value proposals are relevant.

## Notice

MHRA invites tenders for the detailed design, supply, installation, testing, commissioning and handover of replacement steam-boiler systems at MHRA Laboratories, Blanche Lane, South Mimms, Potters Bar, Hertfordshire EN6 3QG. The contract will be awarded to the supplier submitting the most advantageous tender in accordance with the published award criteria and assessment methodology in this ITT. The works form South Mimms Electric Steam Boiler Project and are intended to replace three existing individual 3,900 kg/h gas-fired steam boilers with two individual 3,000 kg/h electric steam boilers, together with the associated mechanical, electrical, controls, building, civil and enabling works. The site is a live operational medical-research facility. Maintaining safe operations, continuity of steam, electrical resilience and controlled access is fundamental to the delivery approach. The objectives are; * deliver a safe, coordinated and maintainable replacement steam-boiler installation without unacceptable disruption to the live site; * secure a technically credible design and executable programme covering design, enabling works, installation, testing, commissioning and handover; * obtain a transparent and comparable activity-schedule price under NEC3 ECC Main Option A; * allocate interface, access, electrical-capacity, continuity and commissioning risks clearly; * secure measurable social-value commitments relevant to the contract and local delivery; and * appoint a contractor capable of collaborative NEC delivery, disciplined change control and complete handover.
