## Summary

East Dunbartonshire Council is seeking suppliers for a ranked framework covering traffic-signal equipment supply, maintenance and associated works across the East Dunbartonshire local government area. The work includes planned inspection and maintenance of traffic signals and optical equipment, cleaning and electrical testing, and a web-based fault-management system covering on-street equipment. Suppliers will respond to reported faults, attend urgent situations, repair equipment and manage spare parts. The framework also covers supply and commissioning of new or replacement equipment, with associated civil works for installation when required. Contractors must provide the people, materials, equipment and other resources needed to deliver work orders, and provide warranties and operating instructions. The principal work is traffic-signal supply and maintenance (CPV 34996100).

The buyer invited offers through an open procedure for a framework with up to five suppliers. The process reached the tender stage; submissions were to be made electronically. The tender deadline was 12 November 2026 at 12:00 UTC, with bids to remain valid for 120 days. The framework has an initial three-year term, with an option to extend by up to one year. Its estimated value is £2.26 million. Quality accounts for 60% of the evaluation and price for 40%; variants are not allowed. Routine annual inspection, maintenance and fault-management work orders go to the top-ranked supplier. Supply and commissioning work orders may be issued as needed, with further competition for work orders estimated above £20,001. Community-benefit commitments form part of the tender response.

This suits suppliers able to combine traffic-signal and optical-equipment maintenance, fault management, equipment supply and commissioning, and associated civil works. Maintenance and commissioning operatives must be registered under the Highway Electrical Registration Scheme and hold NHSS accreditation under Chapter 8. Traffic-management equipment must comply with the relevant NHSS sector scheme. Bidders must demonstrate three years of annual turnover in the relevant business areas: at least £150,000 per year for traffic-signal supply, commissioning and maintenance, and £150,000 per year for civil works, with a combined minimum of £300,000. They must also provide three examples from the previous three years covering relevant supply, commissioning, maintenance, fault management and associated civil works. The work calls for capacity to manage planned and urgent tasks, staff and equipment, spares, warranties, temporary works and reporting, and to support community benefits through their supply chain.
