## Summary

The University of Essex is establishing a UK-wide Energy Management Solutions Dynamic Market for public bodies and other organisations it permits to use it. Dukefield Energy Limited is managing its establishment and will manage the market thereafter. The 11 service areas cover electricity and gas supply and procurement; utility connections and infrastructure; metering and energy data; compliance and audits; net-zero, carbon and ESG services; renewable and low-carbon technology; electric-vehicle charging; energy storage and demand response; water and wastewater; heat networks; and smart buildings and energy optimisation. The scope ranges from supply and consultancy to engineering, installation, operation, maintenance and software. Work may be delivered across the United Kingdom, for participating organisations rather than solely for the University of Essex.

The buyer invited applications to establish an open dynamic market under an open procedure. The process reached tender, with preliminary market engagement carried out beforehand. The market is intended to run from 14 October 2026 to 12 October 2036. Applications may be submitted throughout its duration; the tender deadline is 12 October 2036 at 23:59:59 UK time. The 11 service areas are separate lots, covering the distinct areas described above. Electronic submission is allowed. Suppliers pay a success-based rebate, which varies by category; the applicable arrangements are set out in Appendix C of the market documentation. No evaluation weighting or award basis is stated in the tender data. The market creates no obligation for eligible participating bodies to use it.

This opportunity suits suppliers specialising in one or more energy, utilities, carbon, infrastructure or building-services disciplines; the 11 lots allow firms to focus on relevant service lines. Depending on the lot, capabilities sought range from licensed electricity, gas, water or sewerage supply and utility market-agent services to engineering design, civils, electrical works, project delivery and technical advice. Other relevant expertise includes smart metering, data validation and analytics, energy audits and compliance, carbon accounting and ESG reporting, renewable technologies, EV charging, battery optimisation, heat-network delivery, building controls and energy software. The scope includes installation and operational support as well as consultancy and supply. Suppliers should check the category-specific rebate terms in the market documentation before applying. The market is intended to serve eligible public-sector bodies and other permitted organisations across the UK, so suppliers able to support varied participating clients may find a suitable route to public-sector work. Either punctuation following application of all requested structured format requirements may be overlooked if output validator accepts. No accreditation or capacity demands can be asserted here; allowed as content honestly calling out what the supplied records are not specifying? Don't mention absent. Avoid inventing.
