## Summary

Lancaster University is seeking suppliers for specialised cleaning across its campus in Lancaster. The work is divided into eight areas: full-building deep cleans in student accommodation; emergency and hazardous cleaning; bulk deep cleaning of en-suite bathroom pods and ovens; cleaning upholstery, curtains, mattresses and carpets; external cleaning; weekday and weekend cleaning support; and ad hoc general cleaning. External work includes power washing, signage and façade cleaning, while reactive jobs can include water-ingress clean-up, waste removal, stain removal and graffiti removal. Campus venues include the library, sports centre, college bars and preschool. The framework is intended to provide contractors for varying workloads and support value for money.

The buyer invited offers through a selective competitive flexible procedure, beginning with an Invitation to Participate and Procurement Specific Questionnaire. Up to eight suppliers per lot are to be shortlisted and invited to tender; the framework aims to appoint three to five suppliers per lot. Expressions of interest were due by 10 November 2026 at 23:59 UTC. The estimated award date was 11 January 2027 at 23:59 UTC. The framework is scheduled to run from 1 February 2027 to 31 January 2030, with two possible 12-month extensions subject to satisfactory performance. Its estimated value is £2,475,000 excluding VAT (£2,970,000 including VAT). For every lot, evaluation is 60% pricing and 40% quality. Appointed suppliers may be invited to price individual packages; appointment guarantees no work or exclusivity.

The opportunity is split into distinct service areas, so cleaning businesses can focus on the lots that match their specialist capability. It is suitable for small and medium-sized enterprises across all eight lots. Suppliers should be able to deliver the relevant combination of accommodation deep cleaning, specialist bathroom-pod or oven cleaning, textile and carpet care, exterior cleaning, routine support or responsive general cleaning. Emergency and hazardous cleaning requires attendance within one hour of a call-out, including out of hours and at any time of day. Other work may require seasonal or annual delivery, rapid turnover of student buildings, evening and weekend staffing, or reactive attendance as requests arise. The university expects a quantitative and qualitative assessment, alongside price; no specific accreditation or prior-experience requirement is stated in the process information.
