## Summary

Wrexham University is seeking a consultant, or a team working under one lead consultant, to carry out a RIBA Stage 1 feasibility study for William Aston Hall on its Plas Coch campus in Wrexham. The Hall is a cultural and civic venue operated in partnership with Theatr Clwyd. The study must appraise the existing venue and compare options for the audience journey, auditorium, technical theatre and backstage areas, access and inclusion, heritage constraints, building services and operating implications. It must also provide broad cost ranges, phasing advice and delivery risks. This is architectural and related consultancy work, rather than a construction contract. The project brief includes record drawings and a seating and acoustics report as supporting material.

Wrexham University invited quotations through a below-threshold open competition. The tender deadline is 12:00 noon on 30 October 2026; clarification questions are due by 12:00 noon on 27 October 2026. Submissions are electronic, in English or Welsh, and suppliers must be registered on the Central Digital Platform. The contract is scheduled to run from 9 November 2026 to 4 March 2027, with a possible extension to 4 September 2027. The Stage 1 core fee must not exceed £50,000 including VAT; bids above this will be rejected. Evaluation is 80% quality and 20% price. Quality covers understanding, approach, team and experience, programme and risk, and stakeholder engagement. There is one lot. Stage 2 concept design pricing is optional and is not evaluated.

The opportunity is suited to architectural and multidisciplinary building consultancy practices with experience assessing existing performance and developing feasible options for cultural or theatre venues. A strong team will need to address auditorium and technical theatre needs, backstage operations, inclusive access, heritage constraints and building services, while bringing cost planning, phasing and delivery-risk skills. The buyer assesses the proposed lead consultant and team’s relevant experience, technical methodology, programme, capacity, risk management and stakeholder engagement, including work with Theatr Clwyd. Participation requires suitable health and safety arrangements and compliance with UK data protection law. Suppliers must hold, or obtain before the contract starts, employer’s liability, public liability and professional indemnity cover of £5 million each, with professional indemnity maintained for six years after completion. Financial standing is assessed through a Dun & Bradstreet score or financial-ratio review. SMEs and voluntary, community and social enterprises are considered suitable.
