## Summary

Devon County Council ran this procurement for the Devon and Torbay Combined County Authority, which will contract with the selected providers while the council manages the contracts. It covers adult education and vocational training for learners aged 19 and over across Devon and Torbay during the 2026/27 academic year. The Adult Skills Fund provision spans creative, cultural and digital industries; hospitality, tourism and retail; and tailored learning and Sector-based Work Academy Programmes (SWAPs). A separate Free Courses for Jobs strand covers construction training. The intended provision is designed to respond to local needs, support people furthest from the labour market, and contribute to economic development, social inclusion and community wellbeing. The work is education, training and community support services (CPV 80500000).

The procurement has been awarded through a competitive further competition under Devon County Council’s Skills Framework. Awards are pending, with award decisions dated 13 October 2026 and contract signatures scheduled for 23 October 2026. For creative, cultural and digital industries, the selected providers are AIM 2 LEARN LTD, JBC Skills Training Limited, Think Employment Limited and Plymouth City Council; the award is £935,779.20 excluding VAT. Hospitality, tourism and retail was awarded to PGL Training (Plumbing) Limited, Tempus Training Limited and Eat That Frog C.I.C. for £701,637 excluding VAT. Tailored learning and SWAPs went to Eat That Frog C.I.C., Engage Train Support Limited, Young Devon and PGL Training (Plumbing) Limited for £1,199,189.76 excluding VAT. Construction training went to PGL Training (Plumbing) Limited for £139,968 excluding VAT. Each contract runs from 26 October 2026 to 31 October 2027, with an option to extend for a further year, to 31 October 2028.

This award demonstrates demand from the Devon and Torbay Combined County Authority for providers able to deliver adult skills and job-focused training across a varied regional portfolio. Competitors should be able to provide relevant course delivery in the relevant subject area, whether creative, cultural and digital industries, hospitality, tourism and retail, tailored learning and SWAPs, or construction. The successful supplier group included specialist training businesses, a community interest company, a youth organisation and a local authority, showing that the requirement was met by different organisational types and sizes. Credibility for future comparable work will depend on delivering provision responsive to local skills needs and supporting adults furthest from the labour market, alongside effective contract delivery across Devon and Torbay. The framework further-competition route is the route used for this procurement.
