## Summary

Fareham Borough Council is procuring refurbishment works at Fareham Shopping Centre in Fareham. The project covers three entrance façades and doors, internal North and South mall areas, public circulation spaces, lighting and ceilings, and communal facilities including male and female toilets, accessible WCs, baby-changing facilities and a Changing Places cubicle with shower. Works include new cladding, tiling, resin and tiled floors, ceilings, lighting, automatic doors, security shutters and upgraded toilet fittings, while retaining or adapting existing services and features. The purpose is to improve the shopping environment and visitor experience as part of the Council’s wider town-centre regeneration. The centre will remain an operational retail destination during construction, so the work must accommodate retailers, visitors and other building users.

The process reached tender: Fareham Borough Council invited offers through a selective procedure using competitive dialogue. The stated tender submission deadline was 26 October 2026. The contract is intended to start in June 2027 and must be completed by October 2028, with works phased; the detailed programme is to be provided at tender stage. The estimated project value is £6.5 million, excluding any separately stated amount. The procurement is arranged as one lot, which is identified as suitable for SMEs. The tender terms do not allow variant bids. The published information does not set out an evaluation basis, and no enquiry deadline is provided here.

This suits building and refurbishment contractors able to deliver a complex, multi-trade programme in an occupied shopping centre or comparable high-footfall commercial environment. The Council is looking for demonstrable experience of phased construction that limits disruption to retailers and customers while preserving safe public access, pedestrian routes, emergency escape and servicing. Suppliers need to plan for work outside normal trading hours, including evenings, nights and weekends where required, and manage deliveries, waste, hoardings and site segregation in a constrained public setting. Strong coordination with centre management, tenants and facilities teams is important, alongside control of health and safety, noise, dust and vibration. The scope also calls for reliable programme, cost and quality control, and delivery of durable finishes and building services within existing structures. SMEs are considered suitable for the single lot.

## Notice

Fareham Borough Council is seeking expressions of interest from suitably qualified and experienced contractors for the proposed Arcading refurbishment of Fareham Shopping Centre, with an estimated project value of PS6.5M. The project forms part of the Council's wider regeneration ambitions for Fareham Town Centre, aimed at improving the shopping environment, enhancing the visitor experience and supporting the long-term vitality and attractiveness of the town centre. The proposed works involve the refurbishment and enhancement of internal shopping malls, public circulation areas, communal facilities and entrances. Operational and delivery requirements Fareham Shopping Centre is an operational retail destination, accommodating multiple commercial occupiers and receiving regular public footfall. A key requirement of the project will be the successful delivery of construction works while maintaining the safe and effective operation of the shopping centre. The Council is therefore particularly interested in contractors who can demonstrate experience in: * Delivering refurbishment works within occupied and operational retail or commercial environments. * Developing and implementing phased construction programmes to minimise disruption to retailers, customers and other building users. * Maintaining safe public access, pedestrian circulation, emergency escape routes and servicing arrangements throughout construction. * Planning and undertaking works outside normal trading hours, including evenings, nights and weekends, where necessary. * Managing construction logistics, deliveries, waste removal, temporary hoardings and site segregation within constrained and publicly accessible environments. * Coordinating works with shopping centre management, tenants, facilities management teams and other stakeholders. * Managing health and safety, noise, dust, vibration and other construction impacts within a live environment. * Delivering high-quality finishes while maintaining programme, cost and quality controls. The Council is particularly interested in engaging contractors with demonstrable experience in delivering refurbishment projects of a similar nature, scale and complexity within live, operational shopping centres or comparable high-footfall commercial environments.
