## Summary

Translink intends to establish a framework for project management, technical support and business change services for rail systems, engineering and operations projects across its rail network and associated assets. The work includes specialist consultancy, advisory support and embedded staff to help develop, deliver, implement and optimise rail projects and programmes. This is a rail engineering and management consultancy requirement, including management-related services. Delivery is across Northern Ireland. The framework is intended to give Translink access to external expertise and resources to support its rail operations and projects.

This procurement is at planning stage: Translink has set out an intention to procure, but has not yet invited tenders. It expects to use a framework agreement for one lot. The anticipated contract period is from March 2027 to March 2030, with the period potentially extending to February 2035. The estimated value is £30 million excluding VAT (£36 million including VAT). Translink plans pre-market engagement through a short questionnaire, with responses expected by 23 October 2026.
