## Summary

Higham Ferrers Town Council is seeking a contractor to remodel the skateboard park at Saffron Road Recreation Ground, off Vine Hill Drive in Higham Ferrers. The works focus on one landing area and its adjoining bank: extend the concrete landing by one metre and build out the bank with a one-metre plateau and a gentler slope to ground level. The contractor must supply materials, carry out and manage the construction, and recommission the facility. The scope includes excavation and off-site disposal, sub-base preparation, dowels and shuttering, mesh, concrete and sealing, and forming the soil plateau and bank. Bidders must price two finishes: green bonded mulch or grass matting with grass seed. The site is accessible from Vine Hill Drive and the sports pavilion car park.

The buyer invited tenders through a below-threshold open competition. The submission deadline was 6 November 2026 at 12 noon UK time; electronic submission was allowed, with written submission also described. The contract period was set to run from 25 November 2026 to 31 March 2027. The published estimated value is £30,000 including VAT, while the council describes a budget allocation of £24,000. Bidders were asked for a fixed-price quotation, with costs per construction element excluding VAT and separate prices for the two finish options. Evaluation is weighted 75% on price, 10% on experience and track record, 5% on health and safety, 5% on quality assurance and workmanship guarantees, and 5% on environmental considerations. This is suited to contractors with practical experience in small-scale skatepark, concrete or recreation-ground construction, able to manage the work through recommissioning. Delivery requires excavation and disposal, sub-base import and compaction, fixing dowels into existing concrete, setting shuttering and reinforcement, pouring and sealing concrete, and shaping a soil plateau and bank. Suppliers must be able to provide either of the specified surface finishes and show, through measurements or a diagram, the proposed plateau extent and slope gradients. The design must keep the slope end at least two metres from the football pitch and maintain a path beside the Scheduled Ancient Monument. The submission requires at least two references for similar work, a method statement, risk assessments, public liability insurance, health and safety documentation, quality assurance evidence, work guarantees and environmental policies and practices.

## Notice

Procurement is to remodel one of the landing areas and banking of the skateboard park which is situated on Saffron Road Recreation Ground, located off Vine Hill Drive, Higham Ferrers, NN10 8EF. The Town Council requires a contractor to supply all materials, construct, and manage the remodelling works to the skateboard park to the point of recommissioning. We are seeking a competitive quotation, the council has a budget allocation of PS24,000. The remodelling to comprise increasing the concrete landing area by 1 metre in length and building out of the banking with a plateau 1m in length with a less steep slope to the ground level. The site is accessed from Vine Hill Drive and the sports pavilion car park. There is room in the car park to barrier off a section for a skip and any materials and works equipment if required. Your tender return should include a breakdown of the materials specification and construction elements necessary for the work, with a cost per element (excluding VAT). As a guide and as minimum the following is required in this respect:- 1. Excavation and disposal off site of any material to enable the remodelling works. 2. Import and compaction of sub-bases to build out. 3. Fixing dowels into existing concrete. 4. Fixing shuttering and stakes, mesh and spacer blocks. 5. Laying concrete and sealing. 6. Import and spread of soil to form plateau and banking. 7. Finish with a suitable material. Please provide the cost for 2 finish options:- * Option 1. Bonded mulch from edge of concrete over banking platform and slope to existing ground level. Bonded mulch to be green in colour. * Option 2. Grass matting from edge of concrete over banking platform and slope to existing ground level, followed by application of grass seed. Please provide measurements or a diagram to demonstrate the extent of the soil plateau and the gradient of the slope of the banking to either side of the end, and the end itself. The end of slope must finish at least 2ms from the near edge of the football pitch. A path to the side nearest the Scheduled Ancient Monument must be maintained and it is acknowledged that the gradient of the slopes to the side will be restricted by this. 8. Hire of equipment, mobilisation, setting out, heras fencing signage and welfare.
