## Summary

Scottish Water is procuring a framework for polyethylene (PE) pipes and fittings for its water and wastewater infrastructure across Scotland. The requirement supports capital investment programmes, day-to-day operations and maintenance. It is divided into two lots: PE pipes, covering design, manufacture, testing, supply and delivery; and PE fittings, covering the same range of services. Delivery is to Scottish Water sites and contractors’ locations throughout Scotland. Suppliers may also need to offload products, provide technical advice on product selection, application and installation, and help develop project-specific engineering solutions.

Scottish Water invited offers through a negotiated procedure with prior competition, using a selective process to establish a framework agreement. The tender submission deadline was 14 November 2026 at 12:00 UTC. The framework’s initial term is 48 months, with options to extend for a further four years, subject to satisfactory performance, value for money and continuing need. The estimated values are £30 million for PE pipes (Lot 1) and £3 million for PE fittings (Lot 2). The buyer set a second-stage shortlist of 15 candidates for the pipes lot and 10 for the fittings lot. Technical selection criteria apply; detailed criteria are set out in the procurement documents. Variants are not allowed.

This opportunity suits manufacturers and suppliers with the ability to design and produce PE pipes or fittings for water and wastewater networks, and to supply and deliver them across Scotland. Suppliers need to meet relevant industry standards and specifications and provide product testing, quality assurance and certification. The service requirement also favours businesses able to arrange off-loading where needed, offer specialist technical support on product choice and installation, and respond to project-specific engineering requirements. Experience supplying infrastructure programmes, operational teams or maintenance work is relevant to the stated purpose. Businesses should assess which lot matches their product range and whether they can meet the associated technical, quality and distribution demands.
