The planned contract period was 4 January 2027 to 3 January 2030, with two possible 12-month extensions subject to satisfactory performance. The estimated value for the potential five-year term was £600,000 excluding VAT. Evaluation weighted standard-rate and discounted-rate prices at 30% each; quality criteria covered best practice, cost control, operations, complaints, and added value and innovation.

This requirement suits pest control providers able to serve three council districts through a single coordinated operation. The councils sought evidence of mobilisation across all three contracts, sufficient staffing and resources, triage and booking arrangements, emergency and out-of-hours response, escalation of public-health or property risks, and continuity during staff absence, equipment failure or severe weather. Suppliers also needed a complaints process, cost-control measures and the ability to offer concessions to eligible residents. The specified technical requirement was membership of the British Pest Control Association or another relevant pest-control professional body. Bids were also assessed on maintaining industry best practice, regulatory updates, quality assurance, health and safety systems, relevant accreditations and professional memberships, and proposals for service improvements, innovative treatments, technology and prevention of future infestations.

## Notice

Folkestone and Hythe District Council (FHDC) on behalf of itself and Dover District Council and Thanet District Council wishes to select and appoint a suitable supplier for the provision of pest control services and invites organisations to submit a tender to meet the councils' requirements. This tender will be conducted using a one-stage 'open' procedure. This is a joint tender exercise between Folkestone and Hythe District Council, Dover District Council, and Thanet District Council. A single shared supplier will be selected for all three councils, but awarded a separate contract by each council individually. The contract is anticipated to start 4 January 2027 and continue for a period of 3 years (with the option to extend for two further periods of 12 months each i.e. 3+1+1 years). The estimated contract values for the initial 3-year term excluding VAT are PS123,000 for Dover District Council, PS69,000 for Folkestone and Hythe District Council, and PS129,000 for Thanet District Council (total PS321,000 excl. VAT). The estimated contract values for the full 5-year term (including allowance for inflation) excluding VAT are PS229,600 for Dover District Council, PS128,800 for Folkestone and Hythe District Council, and PS240,800 for Thanet District Council (total rounded to PS600,000 excl. VAT).
